Conversations host Harry Kreisler welcomes Siegfried S. Hecker, former Director of the Los Alamos National Laboratory, for a discussion of scientists, the national laboratories, and the threat posed by nuclear weapons. Hecker traces his career in material sciences, describes the evolution of his intellectual focus, and recalls his leadership of Los Alamos. He then traces the changes in the international security environment in the aftermath of the collapse of the Soviet Union discussing the response of the U.S. and the weapons laboratories to the momentous events that created a qualitatively different set of security challenges. Hecker then analyzes the threats posed by terrorist organizations, the dangers of nuclear proliferation, and the challenges for U.S. policy in assessing the motivation and capabilities of Pakistan, North Korea, and Iran. He emphasizes the importance of understanding the political and technical dimensions of the international security landscape.

Siegfried S. Hecker is a professor emeritus (research) in the Department of Management Science and Engineering and a senior fellow emeritus at the Freeman Spogli Institute for International Studies (FSI). He was co-director of CISAC from 2007-2012. From 1986 to 1997, Dr. Hecker served as the fifth Director of the Los Alamos National Laboratory. Dr. Hecker is an internationally recognized expert in plutonium science, global threat reduction, and nuclear security.

Dr. Hecker’s current research interests include nuclear nonproliferation and arms control, nuclear weapons policy, nuclear security, the safe and secure expansion of nuclear energy, and plutonium science. At the end of the Cold War, he has fostered cooperation with the Russian nuclear laboratories to secure and safeguard the vast stockpile of ex-Soviet fissile materials. In June 2016, the Los Alamos Historical Society published two volumes edited by Dr. Hecker. The works, titled Doomed to Cooperate, document the history of Russian-U.S. laboratory-to-laboratory cooperation since 1992.

Dr. Hecker’s research projects at CISAC focus on cooperation with young and senior nuclear professionals in Russia and China to reduce the risks of nuclear proliferation and nuclear terrorism worldwide, to avoid a return to a nuclear arms race, and to promote the safe and secure global expansion of nuclear power. He also continues to assess the technical and political challenges of nuclear North Korea and the nuclear aspirations of Iran.

Dr. Hecker joined Los Alamos National Laboratory as graduate research assistant and postdoctoral fellow before returning as technical staff member following a tenure at General Motors Research. He led the laboratory's Materials Science and Technology Division and Center for Materials Science before serving as laboratory director from 1986 through 1997, and senior fellow until July 2005.

Among his professional distinctions, Dr. Hecker is a member of the National Academy of Engineering; foreign member of the Russian Academy of Sciences; fellow of the TMS, or Minerals, Metallurgy and Materials Society; fellow of the American Society for Metals; fellow of the American Physical Society, honorary member of the American Ceramics Society; and fellow of the American Academy of Arts and Sciences.

His achievements have been recognized with the Presidential Enrico Fermi Award, the 2020 Building Bridges Award from the Pacific Century Institute, the 2018 National Engineering Award from the American Association of Engineering Societies, the 2017 American Nuclear Society Eisenhower Medal, the American Physical Society’s Leo Szilard Prize, the American Nuclear Society's Seaborg Medal, the Department of Energy's E.O. Lawrence Award, the Los Alamos National Laboratory Medal, among other awards including the Alumni Association Gold Medal and the Undergraduate Distinguished Alumni Award from Case Western Reserve University, where he earned his bachelor's, master's, and doctoral degrees in metallurgy.

This talk reviews three decades of Indian nuclear decision-making. It argues that India’s slow pace of weaponization in the face of Pakistani nuclearization and Sino- Pakistani nuclear cooperation in the 1980s, the slack in building an institutional capacity to wield nuclear weapons after they came into existence in the 1990s, and the reluctant attempts at developing an operational arsenal even after formally claiming nuclear power status and almost going to war with a nuclear Pakistan in the last decade, constitute puzzling behavior. Existing proliferation models explain facets of Indian nuclear behavior. However, they don’t explain it in its totality. The different facets of Indian nuclear decision making in the last three decades can be collapsed into a single dependent variable: the lag in strategic decision-making. This talk operationalizes the concept of ‘lag’, critically reviews existing explanations of Indian nuclear behavior, and offers an alternative framework for understanding Indian nuclear decision-making.

Gaurav Kampani is a sixth year doctoral student at Cornell University's Department of Government. His major and minor fields are International Relations and Comparative Politics. Kampani's research interests cover international security and focus on the relationship between domestic institutions and strategic policy, military strategy, operations planning, and weapons development.

Kampani's dissertation project studies Indian civil-military institutions and nuclear weapons-related operational practices in the decade prior 1998 and the decade since.

Between 1998-2005, Kampani worked on South Asia-related nuclear and missile proliferation issues at the James Martin Center for Nonproliferation Studies, Monterey CA.

Abstract:

This paper describes a risk analysis approach for assessing the progress of another country's nuclear weapons program over time. To handle the dynamics inherent to nuclear weapons development, we embed a semi-Markov decision process into a Bayesian network. The Bayesian network accounts for distributions on the time to transition between possible states of the nuclear weapons program. Our approach enables analysis of the country's nuclear weapons program decisions by identifying how each decision maker would direct the program given the domestic, international, and security influences affecting the country. We demonstrate the model with a case study of Pakistan's nuclear weapons program.

By the end of the year, scholars of security studies will be able to use a new website to learn how terrorist and militant organizations evolve over time and how they collaborate with--and compete against--one another.

"Mapping Terrorist Organizations," an interdisciplinary online project headed by CISAC Senior Fellow Martha Crenshaw, will focus initially on providing detailed, annotated information on militant and terrorist groups operating in Iraq since 2003, Pakistan and Afghanistan--areas of current policy concern for the United States. Future plans involve expanding research to include groups in Latin America, Europe, the Middle East and the United States and, if time and resources permit, to include major historical groups such as the Russian revolutionary movement.

The three-year project is funded by a $500,000 grant awarded to Crenshaw last fall by the National Science Foundation. It is part of the Department of Defense's Minerva Initiative launched in 2008 to support "research related to basic social and behavioral science of strategic importance to U.S. national security policy."

"No such study exists in the literature of terrorism," Crenshaw wrote in a report on the project. "Evolutionary mapping can enhance our understanding of how terrorist groups develop and interact with each other and with the government, how strategies of violence and non-violence are related, why groups appear and disappear, and how opportunities and constraints in the environment change organizational behavior over time." Furthermore, Crenshaw noted that visual mapping of highly complex, shifting information is likely to stimulate new observations that might otherwise have been overlooked."

Student involvement

Daniel Cassman, a 2010 CISAC honors graduate in political science and computer science, is building the site, which will contain interactive timelines, family trees and detailed group profiles. Cassman's programming--developed specifically for the website--will allow scholars to better understand and analyze patterns and structures of violent and non-violent opposition groups in multiple contexts.

At a June 1 meeting of a half dozen students working on the project, Crenshaw said one of the most challenging problems facing researchers is documenting how terrorist organizations evolve over time. With no official sources to rely on, Crenshaw's team spent the last year combing through government documents and academic research, autobiographies, newspaper reports and even jihadist websites-many of which disappear as quickly as they pop up. Crenshaw acknowledges that "precision in this field is elusive" even though the project emphasizes using documented primary sources. Students working on the project include Christy Abizaid and Sadika Hameed, 2010 graduates of the International Policy Studies master's program, and undergraduates Rob Conroy, Asfandyar Mir and Ari Weiss. CISAC staff member Julia McKinnon is assisting Crenshaw as well.

"We're keenly interested in changes in the sizes of groups," Crenshaw said. "That's one of the hardest things to figure out." It also is difficult to know when a group dissolves, becomes dormant or morphs into something else, she said. To obtain as complete a profile as possible, the website will include information about failed and foiled plots, as well as successful attacks, she said.

Charles Nicas, a student in International Policy Studies and Public Policy, said he joined Crenshaw's project to learn more about militancy and terrorism in South Asia. "The U.S. presence in Afghanistan and the fact that Pakistan is a nuclear-armed country mean that the U.S. will be involved in this region...for a long time," he wrote in an email. "The complexity of the situation takes a lot of research to understand."

Nicas's area of work focuses on sectarian groups in Pakistan, mainly Sipah-e-Sahaba Pakistan (SSP) and its offshoot Lashkar-e-Jhangvi (LeJ), both virulently anti-Shia groups. Nicas said SSP was founded in 1985 with state support and spawned LeJ in the mid-1990s. The groups are based in Punjab province in eastern Pakistan but had a significant presence in neighboring Afghanistan during Taliban rule. Both have become increasingly allied with militant groups in the border region, including al-Qa'ida, and are part of an umbrella group known as the Punjabi Taliban. "I've been surprised to learn how far back the roots of this problem go, which makes the challenge of effectively countering it especially daunting," Nicas said.

This talk is part of the Defusing the Nuclear Threat lecture series.

Siegfried Hecker is Director Emeritus of Los Alamos National Laboratories and co-Director of Stanford's Center for International Security and Cooperation (CISAC). He describes his talk as follows: The exchange of hundreds of nuclear weapons which would threaten life on Earth as we know it has all but disappeared with the end of the Cold War. The potential of a limited nuclear exchange has increased with the spread of nuclear weapons to places like South Asia. Yet, the greatest nuclear risk stems from the potential of sub-national or terrorist groups obtaining fissile materials, building an improvised nuclear device, and exploding it in a major city somewhere in the world. I will present my list of the greatest threats, headed by Pakistan, and explore what we must do to manage these risks.

Hendrik Hertzberg writes that the end of the Cold War and the coming of global warming have brought about increased support for nuclear power, even among some environmentalists (The Talk of the Town, March 22nd). But many of us who work on nuclear-proliferation issues are dismayed by the growth of nuclear energy. Expanded nuclear power in industrial countries will inevitably mean expanded nuclear exports to less developed countries as manufacturers try to recoup their investments in a limited domestic market by selling abroad. It can be shown statistically that countries that receive nuclear assistance are more likely to build nuclear weapons, especially when they perceive threats to their security. India, Pakistan, and Israel started their nuclear programs with the importation of research reactors carrying peaceful-use requirements; with help from other countries, they were able to then realize their desire for weapons. Iran appears to be heading in the same direction. Given the documented interest in nuclear materials of terrorist organizations like Al Qaeda, and given the questionable assumptions that nuclear-energy economics is fraught with, it makes little sense to push nuclear power at a time when protections against proliferation are still so problematic. Improved energy efficiency is a safer, greener, and cheaper alternative.

Karthika Sasikumar began her education in Hyderabad, India. She obtained her undergraduate degree from St. Francis College for Women. From 1995 to 1999, she was a student at Jawaharlal Nehru University in New Delhi, where she earned Master's and M.Phil Degrees from the School of International Studies.

Dr. Sasikumar received her Ph.D. from the Government Department at Cornell University in 2006. Her dissertation explores the interaction between India and the international nuclear nonproliferation order.

Before coming to San Jose State University, where she is a Professor of Political Science, Dr. Sasikumar was a Program Associate at the American Academy of Arts and Sciences, and an Associate in the International Security Program at Harvard University’s  Kennedy School of Government, both in Cambridge, Massachusetts. She has also been a Postdoctoral Fellow at the University of British Columbia’s  Liu Institute for Global Issues in Vancouver, and a Predoctoral Fellow at the Center for International Security and CooperationStanford University.

In 2010-11, she spent a year at the Belfer Center as the first Stanton Nuclear Security Junior Faculty Fellow. She is the Vice-Chair of the SJSU Senate, and has served as a mentor in the Preparing Future Professors Program, and as the Co-PI for the university’s Intelligence Community Center for Academic Excellence.

Her research and teaching interests are in International Relations theory, international regimes, global security, migration, and national identity.
