Those advocating nuclear arms control and nonproliferation have few reasons for optimism and many reasons for concern, with obstacles including a lack of public interest in the issue; inadequate security controls at facilities storing nuclear-weapons materials; the threat posed by rogue nations such as Iran and North Korea; and the Bush administration's opposition to the Comprehensive Test Ban Treaty banning nuclear weapons testing.

These and other challenges were explored at a special CISAC workshop on "Arms Control and Nonproliferation: Past Triumphs, Future Prospects," held June 1 at SIIS. The event honored George Bunn -- a nuclear nonproliferation pioneer and consulting professor at CISAC -- on the occasion of his 79th birthday. The workshop, which drew more than 120 attendees, was moderated by CISAC co-director Christopher F. Chyba and featured presentations by four expert panelists who have worked closely with Bunn. They included his son Matthew, a senior research associate for Harvard University's Project on Managing the Atom.

As the first presenter, Matthew Bunn discussed the problem of inadequate security systems to prevent the theft of weapons-grade nuclear materials. Because there are no worldwide standards for protecting such materials, many nations devote inadequate resources to the task. Bunn showed slides of nuclear materials storage facilities with primitive locks, flimsy seals and broken-down fences. He cited Russia as the largest threat, because it has the world's biggest stock of unguarded nuclear-weapons materials. He urged international standards for safeguarding nuclear materials; renewed discussion with Russia on the issue; and the removal of nuclear material from sites where adequate security is not feasible.

In the second presentation, Thomas Graham -- a senior U.S. diplomat who has negotiated numerous major arms-control agreements -- said the nuclear Non-proliferation Treaty was not meant to forever discriminate between nuclear "haves" and "have-nots." Instead, it was designed so that those without nuclear weapons would benefit by receiving peaceful nuclear technology from weapons-producing nations, and guarantees that they would not be attacked. But when the United States shirks its nonproliferation obligations -- as it has done by rejecting the Comprehensive Test Ban Treaty and taking steps to develop new nuclear weapons -- the entire regime is threatened, Graham said. He cited Pakistan and North Korea as the biggest nuclear threats, and said the United States must engage in direct negotiations with the latter.

The next presentation, by Daryl Kimball -- executive director of the Arms Control Association -- addressed prospects for the Comprehensive Test Ban Treaty. Though the treaty has been signed by 171 nations including the United States, it has been ratified by only 113 of those nations -- not including the United States -- and must be ratified by 12 more of the 44 designated "nuclear-capable" nations before the treaty can take effect. Kimball discussed the Bush administration's opposition to the treaty, noting that Bush has sought to remove it from the Senate's agenda. Still, Kimball said he's optimistic that the treaty will ultimately be ratified by the United States and will take effect. He cited increasing international pressure on CTBT "holdout states," and a recent U.S. poll showing that public support for the treaty is at its highest level ever, 87 percent.

John Rhinelander, an attorney who helped negotiate the ABM Treaty and SALT I agreements, discussed the prospects for nuclear weapons in space. The weaponization of space is supported by the Bush administration, he noted, and is a real possibility if the United States follows through on its missile defense program. He predicted that President Bush, if re-elected, would continue to pursue weapons development in space, but said Kerry seemed unlikely to do so if elected.

During a question-and-answer session following the presentations, the panelists offered perspectives on why it is so difficult to get the public's and lawmakers' attention on nuclear non-proliferation issues. The panelists agreed that since the breakup of the Soviet Union, most Americans -- including lawmakers -- no longer perceive nuclear weapons as a serious threat, and they have little knowledge about the existing quantity of nuclear weapons. Matthew Bunn said the problem is, "there is no one whose reelection depends on reducing or securing nuclear weapons." He said nuclear non-proliferation could best be promoted by tying it to the issues of terrorism and homeland security. Rhinelander and Grahm advocated holding Congressional hearings on the issue for the first time in 20 years.

Regarding Israel, India and Pakistan, Graham said those nations -- which produce nuclear weapons but have refused to join the NPT regime -- cannot continue to remain outside the regime. He proposed that the three nations be allowed to join in limited form, in exchange for accepting basic limitations such as no first use and no nuclear testing.

Throughout the event, Bunn was praised by the panelists and moderator; Chyba described him as "the personification of the best that CISAC strives to be." Bunn was the first general counsel for the U.S. Arms Control and Disarmament Agency, helped negotiate the nuclear Non-Proliferation Treaty, and later served as U.S. ambassador to the Geneva Disarmament Conference.

On May 11 and 13, 1998, India tested five nuclear weapons in the Rajasthan desert. By the end of the month, Pakistan had followed suit, claiming to have detonated six nuclear devices at an underground facility in the Chagai Hills. With these tests, the governments in Islamabad and New Delhi loudly announced to the world community, and especially to each other, that they both held the capability to retaliate with nuclear weapons in response to any attack.

What will be the strategic effects of these nuclear weapons developments? There are many scholars and defense analysts who argue that the spread of nuclear weapons to South Asia will significantly reduce, or even eliminate, the risk of future wars between India and Pakistan. These "proliferation optimists" argue that statesmen and soldiers in Islamabad and New Delhi know that a nuclear exchange in South Asia will create devastating damage and therefore will be deterred from starting any military conflict in which there is a serious possibility of escalation to the use of nuclear weapons. Other scholars and defense analysts, however, argue that nuclear weapons proliferation in India and Pakistan will increase the likelihood of crises, accidents, terrorism and nuclear war. These "proliferation pessimists" do not base their arguments on claims that Indian or Pakistani statesmen are irrational. Instead, these scholars start their analysis by noting that nuclear weapons are controlled by military organizations and civilian bureaucracies, not by states or by statesmen. Organization theory, not just deterrence theory, should therefore be used to understand the problem and predict the future of security in the region.

A panel of five foreign policy experts, including CISAC Co-director %people1% and SIIS Senior Fellow %people2%, debated issues of North Korea and nuclear weapons on October 17, 2003 in a discussion titled "It's a Mad, Mad World: Prospects for Security, Diplomacy, and Peace on the Korean Peninsula." Moderated by %people3%, of SIIS and an associate professor of law and former State Department lawyer, the panelists examined the implications to U.S.-South Korea relations in light of continuing hostilities between North Korea and the United States.

There are "no good options" for the United States to confront or contain North Korea's nuclear weapons proliferation, according to political science Professor Scott Sagan.

Sagan, who is also a senior fellow at the Stanford Institute for International Studies, was one of five foreign policy experts who joined a panel discussion Friday titled "It's a Mad, Mad World: Prospects for Security, Diplomacy and Peace on the Korean Peninsula." Presented by the Law School, the event took place in Dinkelspiel Auditorium as part of Reunion Homecoming Weekend.

What makes the situation even more vexing is that the objectives of neither North Korea nor the United States are entirely clear, said law Associate Professor Allen Weiner, a former State Department lawyer and diplomat who moderated the panel.

"Is the United States intent on a regime change? Or putting the nuclear genie back in the bottle?" Weiner asked.

"North Korea feels threatened by the United States and believes nuclear weapons are the only way to protect its national sovereignty," said sociology Associate Professor Gi-Wook Shin, director of the Korean Studies Program in the Asia/Pacific Research Center.

The talk came one day after North Korea announced that it is prepared to "physically unveil" its nuclear program. By Sunday, President George W. Bush announced that he would provide written assurances not to attack North Korea if the country takes steps to halt its proliferation and if other Asian leaders signed, too. Bush, who counted North Korea as part of an "axis of evil," stopped short of offering a formal, Senate-approved nonaggression treaty.

Earlier this month, North Korea claimed to have finished reprocessing 8,000 spent fuel rods to produce enough weapons-grade plutonium to build a half-dozen nuclear bombs. Faced with a collapsed economy and the legacy of 1.5 million deaths from starvation in the late 1990s, the North Korean government, led by Kim Jong Il, has overtly threatened to use its small arsenal as deterrence against U.S. aggression. Although it has been difficult to verify North Korea's capabilities, international experts have asserted that its main nuclear facility in Yongbyon could produce one or two bombs a year.

Tension first heated up last October when North Korea admitted to having abandoned the 1994 Framework Agreement brokered by the Clinton administration to shut down its nuclear reprocessing facilities.

Confirming U.S. intelligence reports that North Korea possesses nuclear weapons capabilities, the former director of the CIA under the Clinton administration, Jim Woolsey, said from the audience that in 1994 the CIA was confident North Korea had enough plutonium to make one or two bombs. Estimating that its current capabilities hover somewhere around six bombs, Woolsey explained North Korea doesn't have good delivery technology. The greater concern, he said, is that it would produce enough plutonium to sell to al-Qaida.

The amount of plutonium it takes to build a bomb is the "size of a grapefruit" -- making it difficult to monitor and stop weapons material shipments, Sagan said.

Believing North Korea is posturing for economic aid and bilateral security guarantees, the United States has sidestepped direct talks and instead joined South Korea, China, Japan and Russia in a round of six-party talks with North Korea last August. Bush's announcement is seen as an effort to jump-start the next round of regional talks that were expected by the end of the year.

The crisis has taken its toll on the longstanding alliance between the United States and South Korea. Panelist Mi-Hyung Kim, a founding member of South Korea's Millennium Democratic Party and general counsel and executive vice president of the Kumho Business Group, the ninth largest Korean conglomerate, said the relationship between the United States and South Korea is the "rockiest" it has ever been because of "Bush's hard-line policy on North Korea" and the fact that wartime control of the South Korean military reverts to U.S. hands. Bilateral talks would further alienate South Korea, which fears that Seoul will become a "sea of fire," she said.

"South Korea thinks Bush is a bigger threat than nuclear weapons 35 miles to the north," Kim explained, pointing out that South Korea will bear the brunt of a military conflict. "South Korea wants to avoid war and economic burdens it can't afford," she said.

Part of the problem has been the failure of the United States to explain its policy to the South Korean people. "The United States is bad at selling its policies to publics abroad," Weiner noted. We're used to dealing bilaterally with government officials; public diplomacy is a skill we've had to learn over the past 15 years."

"A PR campaign by the United States is not going to solve this," Kim countered.

"If North Korea collapses, how will South Korea survive?" asked law Professor Bernard Black, a panelist who served as an economic policy adviser to the South Korean government. "South Korea would have to devote 30 percent of its GDP to bring North Korea up to its standard of living and that's not sustainable.

"South Korea has lived under North Korean guns for the last 50 years. North Korea can destroy Seoul at any time. South Koreans are saying, 'What's changed?' The last thing South Korea wants is to provoke North Korea to attack."

China, North Korea's closest ally, may have the most leverage through trade sanctions and has a vested interest in halting regional proliferation, Kim said. "China does not need another nuclear neighbor. ... It has enough problems with India and Pakistan." North Korea's proliferation could lead to a nuclear Japan, South Korea and "its worst fear, a nuclear Taiwan."

Predicting that nothing would come of the next round of talks until after the next U.S. presidential election, Kim said ironically, "North Korea is expecting a regime change in the United States to an administration that is more reasonable."

"North Korea is not a crazy rogue state but a dangerously desperate state," said Sagan. "When you play poker with someone who's cheated in the past, you can expect them to cheat again."

George W. Bush wants Americans and the world to believe that the fall of Saddam Hussein's regime two months ago represented a defeat for tyranny and a victory for liberty. No one has devoted more words to framing regime change in Iraq in these terms than the president.

In the debate leading up to the war, Mr. Bush and his administration focused primarily on Iraq's acquisition of weapons of mass destruction and the threat they posed to the US to justify military action. After military victory, however, Bush has emphasized the larger objective of promoting liberty in Iraq and the greater Middle East, especially because the search for weapons of mass destruction has produced such limited results. This mission statement for Iraq echoes convictions Bush stressed in every major foreign policy speech given since Sept. 11.

The president, however, has one big problem in pursuing this foreign-policy agenda. Few believe he is serious. Around the world, many see an imperial power using its military might to secure oil and replace anti-American dictators with pro-American dictators.

At home, isolationists in both the Republican and Democratic parties shudder at the folly of another Wilsonian mission to make the world safe for democracy.

Both at home and abroad, observers of Bush's foreign policy are confused by the mixed messages it sends. Was the war against Iraq undertaken to eliminate weapons of mass destruction or to spread liberty?

Bush faces an even more daunting challenge in making his commitment to democracy-promotion credible - the perception of hypocrisy. Bush has shown more concern for bringing freedom to Afghanistan and Iraq than to Pakistan or Saudi Arabia.

If Bush is truly committed to a foreign-policy doctrine of liberty-promotion, none of these criticisms is insurmountable. But they must be addressed. Especially now, with end of war in Iraq, what Bush says and does will define the true contours of his foreign-policy doctrine. Is it a liberty doctrine? Or does the language of liberty camouflage ulterior motives?

We will know that Bush is serious about promoting liberty if he credibly commits to four important tasks.

First, and most obviously, he must devote intellectual energy and financial resources to securing new regimes in Afghanistan and Iraq that, if not full-blown democracies, at least show the potential for democratization over time. To date, the record of achievement in both places is spotty. Bush has to keep these two countries at the top of his agenda, making regime construction as important as regime destruction. If democratizing regimes do not take hold in these countries, then Bush has no credibility in promoting liberty elsewhere.

Second, if Bush is serious about his stated mission, then he must give more attention to developing, funding, and legitimating the nonmilitary tools for promoting political liberalization abroad. The Marines cannot be used to promote democratic regime change in Iran, Saudi Arabia, Russia, or Uzbekistan. Wilson had his 14 points and Truman his Marshall Plan. Kennedy created the Alliance for Progress and the Peace Corps. Reagan started the hugely successful National Endowment for Democracy. Bush needs to lend his name to similar grand initiatives.

Third, in future speeches, Bush must flesh out the next phase of his liberty doctrine by explaining his priorities. Even the most powerful country in the world cannot bring liberty to every person living under tyranny all at once. But the president does owe the American people and the world a clearer game plan. It is no accident that Bush has given top priority to promoting democratic regime change in places where autocratic regimes were also enemies of the US. Fine, but what principles guide the next moves? There are also countries in which the promotion of political liberalization at this time could actually lead to less freedom, not more. What are the criteria being used to identify such places? To win supporters to his mission, Bush must present a rationale for the next phase of democracy promotion.

Fourth, even if the US does not have the capacity to promote freedom everywhere all the time, the president can make his commitment to liberty more credible if he develops a consistent message about his foreign-policy objectives, no matter what the setting. Words matter. Advocates of democracy living under dictatorship can be inspired by words of support from an American president. They can also become frustrated and despondent when the American president refrains from echoing his liberty doctrine when visiting their country. For instance, Bush's failure to speak openly about democratic erosion on his recent visit to Russia was a big disappointment to Russian democrats.

Some will always believe that the US is just another imperial power, not unlike the old Soviet Union, Britain, France, or Rome, exploiting military power for material gains. But for others of us who want to believe that the US has a nobler mission in the world, we are waiting on the president to give us signs of a long-term credible commitment to promoting liberty abroad.

As the going gets rough in Iraq and budgets deficits bloat in this country, the president may be tempted to let his doctrine of liberty morph into a smaller doctrine of stability.

Critics of the American-led wars in Afghanistan and Iraq cited the violation of state sovereignty as their chief concern. Invoking the United Nations Charter, opponents of these wars warned that American violation of Afghan and Iraqi sovereignty was illegal, immoral, and threatening to international order.

Forty years ago, these defenders of sovereignty would have been promoting sovereignty as a powerful battering ram for destroying empires and undermining the legitimacy of colonization. Eventually, empire became an illegitimate and extinct form of government; the hope was that acquiring state sovereignty would be the first step toward popular sovereignty. People living in colonies could choose their rulers only after shedding their colonial masters. Decolonization and democratization were to go hand in hand.

Today, however, the champions of sovereignty have become the conservatives. We should respect sovereignty, but it should not trump all other norms all the time. Defending Afghanistan's state sovereignty in 2001 or Iraq's in 2003 meant defending the wretched Taliban and Saddam Hussein. Both the Taliban and Hussein seized "sovereignty" by using brutal force.

In speeches justifying these wars, President George W. Bush proposed a liberty doctrine, which places the sovereignty of individuals above the sovereignty of the state. According to Bush, the sovereignty of regimes elected by their people cannot be violated. But those regimes not so constituted are illegitimate. Like those who embraced sovereignty as the intellectual counter to empire a half century ago, Bush embraces liberty as a weapon against dictatorship.

This liberty doctrine is not new. American presidents have sporadically deployed armed force to promote liberty in international politics. With his decisive actions in Afghanistan and Iraq, Bush has given new impetus to the idea of promoting democratic regime change abroad.

Bush actively promoted democratic regime change in places ruled by dictators' threatening the United States. He did not start by dethroning despots loyal to American interests. The real test of his commitment to this doctrine will be his passion for deploying nonmilitary means for the cause of liberty in places such as Egypt, Saudi Arabia, and Russia.

The American people are unlikely to support another preemptive war in the name of democracy. Even if Bush remains committed to this new doctrine, others in his administration, in his party, on Capitol Hill, and in other strategic countries are less interested in the project. As the going gets rough in Iraq and budgets deficits bloat in this country, the president may be tempted to let his doctrine of liberty morph into a smaller doctrine of stability.

Such a reversal, however, will vindicate the champions of sovereignty and delegitimize the American-led wars in Afghanistan and Iraq. President Bush, therefore, must back up his rhetoric with long-term strategies for securing democracy. If he fails, these wars will have been wasted opportunities and be remembered instead as examples of using U.S. military might for U.S. material gain. If Bush stays the course and builds a bipartisan domestic coalition, then just maybe-forty years down the road-dictatorship will follow the same fate as empire and become an extinct form of government.
