North Korea has shut down its key nuclear facilities and is discussing how to retrain workers at the Yongbyon nuclear complex, CISAC Co-Director Siegfried S. Hecker said Feb. 20 following a five-day visit to the country.

"The disablement actions at the three key nuclear facilities--that is [the] fuel fabrication plant, the reactor, and the reprocessing plant--those disablement actions are just about complete at this point," Hecker told reporters during a press conference at Stanford. "In my judgment, they are very serious actions, and they will require serious time and effort to restart those facilities."

Hecker, a research professor of management science and engineering and senior fellow at the Freeman Spogli Institute for International Studies, visited scientists at Yongbyon and government officials in Pyongyang from Feb. 12 to 16. Joel Wit, a former U.S. State Department official, and Keith Luse, a staffer for Sen. Richard Lugar, R-Indiana, accompanied him during a private visit that also involved discussions on formalizing health and educational exchanges between the two nations. "All the way around, it was a very good visit, a very professional one on the DPRK's side," Hecker said, referring to the country's acronym for the Democratic People's Republic of Korea.

According to Hecker, "significant hurdles" remain before North Korea will offer a "complete declaration," or complete list of its nuclear program, both past and present. The North Koreans told Hecker that the process has been delayed because other parties in the six-party talks, which aim to find a peaceful resolution to the country's nuclear weapons program, have been slow in delivering compensation such as heavy fuel oil. Despite this, Hecker said, cooperation between the U.S. and North Korean technical teams was excellent during the visit.  "The DPRK wants these obligations [of the other member nations] to be met quickly so they can move on to the next stage, that's the stage of dismantlement," he said, referring to agreements reached Oct. 3, 2007, during talks to achieve a nuclear weapons-free Korean peninsula.

A terrorist nuclear explosion devastates Manhattan, but no group takes credit. The pressure on the U.S. president to retaliate is intense. Acting on sketchy information, the president orders an attack, but it turns out to be the wrong terrorists, in the wrong country. Things go downhill from there.

To avoid that and other nightmare scenarios, a group of 12 scientists with extensive nuclear expertise, headed by Stanford physicist Michael M. May, is urging an international push to improve the science of nuclear forensics.

May is a research professor emeritus and former co-director the Center for International Security and Cooperation. He also is the former director of the U.S. nuclear weapons design laboratory in Livermore, Calif. Other members have experience in nuclear intelligence and defense research. One member, Jay Davis, was a United Nations inspector in Iraq.

They say there is an urgent need for more nuclear detectives, armed with science PhDs and instilled with the instincts of an investigator. And those detectives will need training, advanced equipment and stronger ties to intelligence agencies, political leaders and law enforcement.

With the right mobile equipment, nuclear detectives could sift through the debris and the radioactive cloud of an attack in this country or elsewhere and quickly glean crucial information, the scientists argue in a 60-page report to be discussed Feb. 16 at the annual meeting of the American Association for the Advancement of Science (AAAS) in Boston.

The report, Nuclear Forensics: Role, State of the Art, Program Needs, was written by a joint working group of the AAAS and the American Physical Society.

Using radiochemistry techniques and access to proposed international databases that include actual samples of uranium and plutonium from around the world, the nuclear investigators might be able to tell the president—and the world—where the bomb fuel came from, or at least rule out some suspects.

“Nuclear forensics can make a difference,” May said in an interview.

But the U.S. capacity for such investigations has deteriorated since the end of the Cold War, when the capabilities were well supported at the nuclear weapons laboratories. “Presently available trained personnel are highly skilled, but there are not enough of them to deal with an emergency and they are not being replaced,” according to May. “A program to refill the pipeline of trained personnel should be undertaken.”

There’s also a need for development of new equipment, both in the lab and on the street, which could provide a faster analysis during a crisis. The authors also recommend more coordination between scientists and law enforcement; even simple steps such as trading phone numbers could prove crucial. “You really want the top decision makers to know where to get information,” May said.

The remnants of an atomic explosion carry a host of clues, even at the microscopic level, including crystal structures and impurities.

Uranium, for example, varies in isotopic composition and impurities according to where it was mined and how it was processed. Weapons-grade plutonium can be exposed during its production to different neutron fluxes and energies, depending on the particular reactor used. It is also possible to establish the length of time plutonium spent in the reactor.

In some cases, it may be possible for scientists at Lawrence Livermore National Laboratory or Los Alamos National Laboratory to use their experience, intelligence data and software codes to reverse-engineer a nuclear bomb from its debris and learn telltale details of the design of the explosive.

These clues would not be the equivalent of fingerprints or DNA, May said, but would in most cases allow officials to at least rule out or in broad classes of possible sources.

Tracing bomb material to its source may be only the beginning of an investigation, rather than the end, as the authors acknowledge. Discovering that a terrorist explosive was made of uranium stolen from a specific site in Russia, for example, does not identify the terrorists, but it does provide a starting point, especially if there is suspicion that the bomb makers had inside help.

In their report, the scientists recommend that atomic sleuthing be applied also to radioactive materials seized by law enforcement agencies or border guards. Tracking the substances back to their source might prevent or deter attacks, they said. The authors note that the International Atomic Energy Agency’s Illicit Trafficking Database contains 1,080 confirmed events involving illicit trafficking in nuclear and other radioactive materials between 1993 and 2006.

Convincing the nuclear states to share database information about their own uranium and plutonium may be difficult, May said. He suggests that the International Atomic Energy Agency, which has databases of its own, could play an important role.

Lynn Eden (speaker) is associate director for research/senior research scholar at the Center for International Security and Cooperation, Freeman Spogli Institute for International Studies, Stanford University. Eden received her Ph.D. in sociology from the University of Michigan and taught in the Department of History at Carnegie Mellon University. Eden's first book, Crisis in Watertown was a finalist for a National Book Award. Her second, Witness in Philadelphia, with Florence Mars, was a retrospective look at the murders of civil rights workers Schwerner, Chaney, and Goodman in the summer of 1964; it was a Book of the Month Club Alternate Selection. In the area of international security, Eden focuses on U.S. foreign and military policy, organizational issues, and the social construction of science and technology in the nuclear realm. She co-edited, with Steven E. Miller, Nuclear Arguments. Eden was an editor of The Oxford Companion to American Military History, a social and cultural approach war and peace in U.S. history; the volume was chosen as a Main Selection of the History Book Club. Eden's Whole World on Fire: Organizations, Knowledge, and Nuclear Weapons Devastation won the American Sociological Association's 2004 Robert K. Merton award for best book in science, knowledge and technology. Currently, Eden is particularly interested in organizational learning and error, misunderstandings of the environment, and organizational explanation and rhetoric.

Brent Durbin (discussant) is completing his PhD in political science at the University of California, Berkeley, and is a predoctoral fellow at CISAC and a dissertation fellow at the Institute on Global Conflict and Cooperation. His dissertation, "Changing the Guard: How U.S. Intelligence Adapts to New Threats and Opportunities," explains the policy processes governing how U.S. intelligence agencies respond to major changes in the international threat environment. More broadly, Durbin's research focuses on the micro- and macro-level organizational dynamics of national security bureaucracies. Durbin has previously held research fellowships at The George Washington University's Elliott School of International Affairs, and at the University of Cambridge (U.K.). Prior to attending Berkeley, he served as press secretary for U.S. Senator Patty Murray, and worked as an advisor and senior staff member on several campaigns for U.S. Congress. He graduated magna cum laude from Oberlin College with a BA in politics and English literature. He also holds an MPP from Harvard University's John F. Kennedy School of Government, and an MA in political science from the University of California, Berkeley.

Lynn Eden is a Senior Research Scholar Emeritus. She was a Senior Research Scholar at Stanford University's Center for International Security and Cooperation until January 2016, as well as was Associate Director for Research. Eden received her Ph.D. in sociology from the University of Michigan, held several pre- and post-doctoral fellowships, and taught in the history department at Carnegie Mellon before coming to Stanford.

In the area of international security, Eden has focused on U.S. foreign and military policy, arms control, the social construction of science and technology, and organizational issues regarding nuclear policy and homeland security. She co-edited, with Steven E. Miller, Nuclear Arguments: Understanding the Strategic Nuclear Arms and Arms Control Debates (Ithaca, N.Y.: Cornell University Press, 1989). She was an editor of The Oxford Companion to American Military History (New York: Oxford University Press, 2000), which takes a social and cultural perspective on war and peace in U.S. history. That volume was chosen as a Main Selection of the History Book Club.

Eden's book Whole World on Fire: Organizations, Knowledge, and Nuclear Weapons Devastation (Ithaca: Cornell University Press, 2004; New Delhi: Manas Publications, 2004) explores how and why the U.S. government--from World War II to the present--has greatly underestimated the damage caused by nuclear weapons by failing to predict damage from firestorms. It shows how well-funded and highly professional organizations, by focusing on what they do well and systematically excluding what they don't, may build a poor representation of the world--a self-reinforcing fallacy that can have serious consequences, from the sinking of the Titanic to not predicting the vulnerability of the World Trade Center to burning jet fuel. Whole World on Fire won the American Sociological Association's 2004 Robert K. Merton Award for best book in science, knowledge, and technology.

Eden has also written on life in small-town America. Her first book, Crisis in Watertown (Ann Arbor: University of Michigan Press, 1972), was her college senior thesis; it was a finalist for a National Book Award in 1973. Her second book, Witness in Philadelphia, with Florence Mars (Baton Rouge: Louisiana State University Press, 1977), about the murders of civil rights workers Schwerner, Chaney, and Goodman in the summer of 1964, was a Book of the Month Club Alternate Selection.

Charles Perrow is an emeritus professor of sociology at Yale University and a visiting professor at CISAC. An organizational theorist, his latest research is presented in The Next Catastrophe: Reducing Our Vulnerabilities to Natural, Industrial, and Terrorist Disasters (Princeton, May 2007). Among his award-winning research is Organizing America: Wealth, Power, and the Origins of American Capitalism (Princeton, 2002), winner of the Max Weber award for best book on organizations from the American Sociological Association in 2003. His recent articles include "Organizational or Executive Failures?" and "Inside the Nuclear Plant's Executive Office," both published in Contemporary Sociology. Perrow currently serves on a National Academy of Science panel on the possibilities of certifying software. He received his BA, MA, and PhD from the University of California, Berkeley, all in sociology.

Nuclear forensics is the analysis of nuclear materials recovered from either the capture of unused nuclear materials, or from the radioactive debris following a nuclear explosion. The APS/AAAS Working Group report, which will be reviewed in this seminar, provides an appraisal of the state of the art of nuclear forensics; an assessment of its potential for preventing and identifying unattributed nuclear attacks; and identifies the policies, resources and human talent to fulfill that potential. The intended audience is the Congress, U.S. government agencies and other institutions involved in nuclear forensics as well as interested scientists.

May is continuing work on creating a secure future for civilian nuclear applications. In October 2007, May hosted an international workshop on how the nuclear weapon states can help rebuild the consensus underlying the Nuclear Non-Proliferation Treaty (NPT). In April 2007, May in cooperation with former Secretary of Defense William J. Perry and Professor Ashton Carter of Harvard hosted a workshop on what would have to be done to be ready for a terrorist nuclear detonation. A summary, titled, "The Day After: Action Following a Nuclear Blast in a U.S. City," was published fall 2007 in Washington Quarterly and is available online.

Recent work also includes a study of nuclear postures in several countries (2007 - 2009); an article on nuclear disarmament and one on tactical nuclear weapons; and a report with Kate Marvel for the American Academy of Arts and Sciences on possible game changers in the nuclear energy industry.

In early 2007, CSIS launched an expert task force to examine the growing involvement of the Department of Defense as a direct provider of “non-traditional” security assistance, concentrated in counterterrorism, capacity building, stabilization and reconstruction, and humanitarian relief. The task force set out to shed light on what drives this trend, including the new global threat environment; assess what was happening at the same time in the diplomatic and developmental realms; evaluate DOD performance in conducting its expanded missions; and consider the impact of the Pentagon’s enlarged role on broader U.S. national security, foreign policy and development interests. From the outset, the task force sought to generate concrete, practical recommendations to Congress and the White House on reforms and legislation that will create a better and more sustainable balance between military and civilian tools.

J. Stephen Morrison joined CSIS in early 2000. He directs the CSIS Africa Program, the CSIS Task Force on HIV/AIDS (begun in 2001) and most recently co-directed a CSIS Task Force on non-traditional U.S. security assistance. In his role as director of the Africa Program, he has conducted studies on the United States’ rising energy stakes in Africa, counter-terrorism, the stand-up of the U.S. Africa Command, and implications for U.S. foreign policy. In 2005–2006, he was co-director of the Council on Foreign Relations Independent Task Force on Africa, ‘Beyond Humanitarianism: A Strategic U.S. Approach Toward Africa.’ Immediately prior to that, he was executive secretary of the Africa Policy Advisory Panel, commissioned by the U.S. Congress and overseen by then–Secretary of State Colin Powell. From 2005 up to the present, he has directed multi-phase work on China’s expansive engagement in Africa. His work on HIV/AIDS and related global health issues has involved multiple missions to China, Russia, India, Vietnam and Africa, and most recently, a series of focused studies on the President’s Emergency Plan for AIDS Relief. He publishes widely, testifies often before Congress, and is a frequent commentator in major media on U.S. foreign policy, Africa, foreign assistance, and global public health. From 1996 through early 2000, Morrison served on the secretary of state’s policy planning staff, where he was responsible for African affairs and global foreign assistance issues. From 1993 to 1995, he conceptualized and launched USAID’s Office of Transition Initiatives, which operates in countries emerging from protracted internal conflict and misrule. From 1992 until mid-1993, he was the U.S. democracy and governance adviser in Ethiopia and Eritrea. In the period 1987 to 1991, he was senior staff member of the House Foreign Affairs Subcommittee on Africa. Morrison holds a Ph.D. in political science from the University of Wisconsin, has been an adjunct professor at the Johns Hopkins School of Advanced International Studies since 1994, and is a graduate magna cum laude of Yale College. He is a member of the Council on Foreign Relations and the International Institute for Strategic Studies.

Neta C. Crawford is Professor of Political Science and African American Studies where her teaching focuses on international ethics and normative change. Crawford is currently on the board of the Academic Council of the United Nations System (ACUNS). She has also served as a member of the governing Council of the American Political Science Association; on the editorial board of the American Political Science Review; and on the Slavery and Justice Committee at Brown University, which examined Brown University's relationship to slavery and the slave trade.

Her research interests include international relations theory, normative theory, foreign policy decisionmaking, abolition of slavery, African foreign and military policy, sanctions, peace movements, discourse ethics, post-conflict peacebuilding, research design, utopian science fiction, and emotion. She is the author of Argument and Change in World Politics: Ethics, Decolonization, Humanitarian Intervention (Cambridge University Press, 2002) which was a co-winner of the 2003 American Political Science Association Jervis and Schroeder Award for best book in International History and Politics. She is co-editor of How Sanctions Work: Lessons from South Africa (St. Martin's, 1999). Her articles have been published in books and scholarly journals such as the Journal of Political Philosophy; International Organization; Security Studies; Perspectives on Politics; International Security; Ethics & International Affairs; Press/Politics; Africa Today; Naval War College Review; Orbis; and, Qualitative Methods. Crawford has appeared on radio and TV and written op-eds on U.S. foreign policy and international relations for newspapers including the Boston Globe; Newsday (Long Island), The Christian Science Monitor, and the Los Angeles Times. Crawford has a Ph.D. in political science from MIT and a bachelor of arts from Brown.
