President Barack Obama awarded CISAC's founding science co-director Sidney D. Drell the National Medal of Science, the highest honor bestowed by the U.S. government on scientists, inventors and engineers. Drell was recognized for his research on quantum electrodynamics, which describes the interactions of matter of light, as well as applying basic physics to public policy, national security and intelligence. 

"Now, this is the most collection of brainpower we’ve had under this roof in a long time, maybe since the last time we gave out these medals," Obama said in the White House ceremony on Feb. 1. "I have no way to prove that, and I know this crowd likes proof. But I can’t imagine too many people competing with those who we honor here today."

Drell shared the White House stage with Stanford biologist Lucy Shapiro, a senior fellow, by courtesy, of CISAC's umbrella organization, the Freeman Spogli Institute for International Studies. Shapiro also advises CISAC as a member of its executive committee. She focuses on the dangers of emerging infectious diseases, antibiotic resistance and climate change.

Drell, a theoretical physicist for whom CISAC's annual public lecture is named, was appointed the science co-director alongside China expert John Lewis in 1983, when CISAC was initially established as Stanford's Center for International Security and Arms Control.

Carnegie Corporation of New York, the foundation that promotes “real and permanent good in this world,” has awarded a $1 million grant to CISAC to fund research and training on international peace and security projects over the next two years. 

Specific areas of focus include research on strengthening communities in Afghanistan through collaborative civilian-military operations, several projects on improving nuclear security, and a study of community policing interventions to increase public safety and stability in rural Kenya. 

“The breadth and extent of Carnegie’s support will be crucial in advancing CISAC’s research and teaching to help build a safer world,” said CISAC Co-Director Mariano-Florentino Cuéllar

As part of a project funded in part by the Carnegie Grant, former Secretary of Defense William J. Perry, the Michael and Barbara Berberian Professor (emeritus) at FSI and the School of Engineering and a CISAC faculty member, and Siegfried S. Hecker – former CISAC co-director and professor (research) in the Department of Management Science and Engineering – will travel, consult and write on issues of nuclear security in Russia and China. Their goal is to increase technical cooperation between national nuclear laboratories in the United States and Russia. They will also pursue Track II dialogue with Pakistan to promote stability in South Asia.  

“It is crucial to promote cooperation with Russia and China on nuclear issues, both in terms of superpower relations and preventing nuclear proliferation and terrorism around the world,” Hecker said. “Bill Perry and I will continue to use our broad network of contacts to promote common approaches to reducing global nuclear risks.” 

Also in the area of nuclear security, Lynn Eden, CISAC senior research scholar and associate director for research, will take a hard look at the conflicting U.S. nuclear weapons strategy and policy for her project, “Vanishing Death: What do we do when we plan to fight a nuclear war?” Eden will focus on nuclear war planning and draw out the implications for future nuclear policies, including achieving a world free of nuclear weapons. She intends to publish her research with the goal of better informing the American public about the paradoxes and contradictions of U.S. nuclear weapons policy. 

“A historically informed public will be in a far better position to democratically participate in nuclear weapons policy debates, including questions of reducing the role and size of global nuclear weapons arsenals,” Eden said. 

The Carnegie grant also will enable CISAC senior research scholar Joseph Felter, a retired U.S. Army colonel, to assess and compare the effectiveness of counterinsurgency strategies and operations in the Philippines and Afghanistan. The former director of the Combating Terrorism Center at West Point and commander of the International Security Assistance Force’s Counterinsurgency Advisory and Assistance Team in Afghanistan, Felter has reported to the nation’s senior military officers and intends to generate a number of policy scenarios to be incorporated by the military. 

“CISAC brings scientists and engineers together with social scientists, government officials, military officers, and business leaders to collaboratively analyze some of the world’s most pressing security problems,” said Carnegie Corporation’s Patricia Moore Nicholas, project manager of the International Program.  “The original thinking and proposed solutions that emerge from these collaborations will help address a series of enduring and emerging challenges.” 

The funding for the project in Kenya will allow James D. Fearon, the Theodore and Frances Geballe Professor in the School of Humanities and Sciences and a CISAC affiliated faculty member to study the security sectors in Kenya, and then to use this research as a basis for developing effective strategies for peace building in other states in transition.

The Internet Freedom Fellows program brings human rights activists from across the globe to Geneva, Washington, and Silicon Valley to meet with fellow activists, U.S. and international government leaders, and members of civil society and the private sector engaged in technology and human rights. A key goal of the program is to share experiences and lessons learned on the importance of a free Internet to the promotion of freedom of expression and freedom of assembly as fundamental human rights.  As a part of the Silicon Valey tour, the six fellows for this year will stop at Stanford for a round table discussion. 

The fellows will present their work pertaining to internet freedom and challenges they face, that we will have a chance to discuss.  The event is free and open to the public.

Mac-Jordan Disu-Degadjor

A co-founder and executive of the sole blogging association in Ghana, Blogging Ghana, Mr. Disu-Degadjor promotes the freedom of expression through blogs and social media both on and off-line. Starting in 2009, Mac-Jordan and other young Ghanaians organized 18 BarCamps across Ghana, providing aspiring Ghanaian bloggers with technical help and networking opportunities. These conferences are designed to inspire youth to get on-line wherever and however they can.

On several occasions, Mac-Jordan has presented on the need to use blogs and other social media to amplify youth voices. In 2009, Global Voices appointed him as their aggregator for Ghana, and Dr. Dorothy Gordon, the Director-General of Ghana's Advanced Information Technology Institute, stated that he was a critical and necessary voice for the advancement of the nation.

Michael Anti was a computer programmer before turning to journalism in 2001. He is a longstanding advocate for a freer internet in China, noting that social media is the force that may ultimately challenge the political foundation of the country. Mr. Anti believes that the internet will facilitate a new conception of civic participation, inspiring the Chinese to see freedom of speech as a fundamental right. Microsoft MSN was forced to delete his award winning blog under pressure from the Chinese government, causing a media uproar in 2005. He has been an advocate of Virtual Private Networks for Chinese citizens, stating that those who don’t use them are “second-class citizens in the world of the internet.” Mr. Anti is known for his prolific career as a journalist, his 2012 Ted Talk, and his commitment to a freer China.

Edetaen Ojo

Edetaen Ojo is the director of The Media Rights Agenda, an organization that promotes excellence and professionalism in journalism. He spearheaded and orchestrated the movement that led the Nigerian legislature to pass the Freedom of Information Act, which empowers journalists to seek and access information from government establishments.

Mr. Ojo holds over twenty years of experience promoting and defending internet freedom as part of the broader right to freedom of expression, through monitoring transgressions and limitations on freedom and human rights online. His involvement in international human rights includes positions on the advisory group for the BBC World Service Trust-led Africa Media Development Initiative (AMDI) and the Task Force of the UN Economic Commission for Africa (UNECA). Mr. Ojo also serves as Convenor (Chair) of the International Freedom of Expression Exchange (IFEX), a global network of organizations with its secretariat in Toronto, Canada.

Grigory Okhotin

Grigory Okhotin is a prominent journalist and human rights activist in Russia. Previously the director of the news site Inosmi.RU, Mr. Okhotin resigned in protest of the censorship imposed upon public media in Russia. After his resignation, Mr. Okhotin began writing publically about censorship and human rights violations in Russia.

After experiencing detainment himself, Mr. Okhotin co-founded the portal ovdinfo.org to provide a public forum for sharing information about Russian citizens detained while exercising their right to freedom of assembly. Mr. Okhotin’s website is unique in that it provides real-time detailed information about those who have been detained, and features mini-interviews in which activists describe the manner of their arrest and the conditions of their confinement. According to Mr. Okhotin, “That helps us to understand what happens behind closed doors.”

 

Usamah Mohamed

Usamah Mohamed is a computer programmer and human rights activist, who currently owns and operates an IT business in Khartoum. During the recent wave of anti-government demonstrations in Sudan, Mr. Mohamed organized peaceful demonstrations from the Twitter page he supervises and supplied international media with fresh pictures and news on demonstrations across the country. The government took several steps to halt Mr. Mohamed’s work, including subjecting him to a period of detention. Undeterred, Mr. Mohamed continues to use social media to promote human rights in Sudan. The U.S. Embassy follows his blog daily, considering it an important source of news and opinions about Sudan. In April 2012, Usamah was chosen to be a part of the Sudan Social Media Team to meet with the U.S. Department of State’s special representative to Muslim communities, Farah Pandith.

Mr. Mohamed currently trains activists to use online tools effectively and efficiently. This includes training on blogging, bypassing online censorship, using circumvention tools, digital and online security, citizen journalism, effective audio and video recording, and live-tweeting for the coverage of events such as protests, sit-ins, and forums.

 

Bronwen Robertson

 

Bronwen Robertson is the Director of Operations for a London based NGO called Small Media. While in Iran working on a PhD in music, Ms. Robertson became interested in working for the rights of repressed Iranians, especially homosexuals. In Iran, Ms. Roberson spearheaded a research project and report entitled “LGBT Republic of Iran: An Online Reality?” The report, published in May of this year, led to a number of projects that connect Farsi speaking communities worldwide. One such project is a website called Degarvajeh, which gives online support to the LGBT community by providing general information and the proper Farsi vocabulary to discuss LGBT issues in a non-derogatory fashion.

Through Small Media, Ms. Robertson works to counter Iran’s efforts to block websites and censor information. Small Media spends much of its time working on creating new and innovative ways to make the internet safe and useful for Iranians. The group holds numerous online training sessions in personal online security, citizen journalism, and general information. They also report on related issues such as cultural censorship in Iran, Iranian women sports, and struggles faced by Iranian Bloggers. Recently, the group held an awareness raising workshop to demonstrate the challenges faced by Iranians using the internet under oppression.

Abstract

Conviction is widespread and increasing in both the United States and China—as well as many other countries—that the U.S.–China relationship is becoming less stable and more dangerous. We do not agree. Relations between Beijing and Washington in 2013 are more extensive, more varied, more interdependent, and more important to one another as well as to the global system than at any time in the past. But suspicion and mutual distrust persist and may have intensified. Yet, despite dramatic changes in the international system and the need to manage fleeting as well as persistent problems, the United States and China have maintained strategic stability for four decades. The relationship is less fragile and volatile than many assert, with strategic stability the result of multiple factors that reinforce one another and limit the deleterious effects of developments threatening specific “pillars” that undergird the relationship. Complacency and failure to address misperceptions and mistrust, however, will have unfortunate consequences for both sides.

There is considerable optimism that India will continue to grow economically, address the crippling poverty that the majority of the population still faces and become a great nation. Dr. Gupta will first analyze India's energy security by examining the different energy sectors and evaluate to what extent it can meet its energy needs. Dr. Gupta will then analyze the economic, geographical and technology advantage that China holds over India and what India must do to address these challenges.


Dr. Rajan Gupta is a theoretical physicist at Los Alamos National Laboratory and a Laboratory fellow. He currently serves as Program Manager of the High Energy Physics Program an LANL and previously served as Group Leader of Elementary Particles and Field Theory. He obtained his Masters in Physics from Delhi University, India, and earned his Ph.D. in Theoretical Physics from The California Institute of Technology in 1982. The main thrust of his research is to understand the fundamental theories of elementary particle interactions. Dr. Gupta has also worked extensively on a project related to the mapping of global energy systems. He has published over 125 research papers and is a fellow of the American Physical Society. During 2007 he served as the chair of the LANL energy council, helped create a strategic plan for LANL's investment in energy R&D and advocated for energy security to be made a part of the core LANL mission.

An American of Indian descent is focused on the economic impasse between New Delhi and Islamabad and a Polish immigrant is fascinated by the Soviet-era biological weapons program. A young woman from Taiwan wonders whether historical memory is fueling nationalism in China, and a Bahraini is investigating the rise of Islamic fundamentalism in his part of the world. Yet another intends to run for public office. 

All this – and they’ve yet to graduate. 

This year’s 12 honors students at the Center for International Security and Cooperation – Stanford seniors drawn to public policy and international affairs – represent the best of what the university offers: diversity, a passion for learning outside the classroom and a determination to make an impact once they venture out into the world. 

Even two weeks in Washington, D.C., did little to dissuade them from potential careers in public policy. They met with dozens of politicians, journalists, military analysts, lobbyists and experts from the leading private organizations and government agencies in the nation’s capital. While congratulated on their ambitions, the students were cautioned that Washington has become a brutal and highly divisive place to work. 

“You gravitate toward public policy and you’re likely to become a leader,” former U.S. Sen. Chuck Robb, D-Virginia, told the students at a meeting in the Beaux Art landmark that has housed the American Red Cross since the presidency of Woodrow Wilson.

 Robb listened to their thesis topics, offered advice and contacts, and took questions about world policy and events. He then joined the chorus of others inside the beltway lamenting the poisonous partisan politics of Capitol Hill. 

“It’s just toxic,” said Robb, who now promotes common ground between Democrats and Republicans as a member of the Bipartisan Policy Center. “You just can’t get anything done. I think we’ll have a lame duck session in Congress and nothing will happen until March. Then, a full-scale depression next spring – and I think the markets will crash.”

The students had heard likeminded pessimism earlier that day from Walter Pincus, who covers intelligence, security and foreign policy for The Washington Post. He said PR and TV now run Congress because candidates consistently worry about how their comments on camera will be used against them in their next re-election campaign. 

“Politics are totally polarized in a way I’ve never seen before,” said Pincus, who teaches a seminar about government and the media in the Stanford-in-Washington program. Compounding the misery, he said, is the nearly $1 billion spent on political ads trashing opposing candidates in the exhaustive presidential campaign. 

“We go off and tell the rest of the world they ought to have elections, but our elections have become a PR operation,” Pincus said. “So – that’s my happy view of the world.” 

The students laughed nervously. That evening, they chatted in front of the White House about all the negativity they had heard that day. Some seemed spooked. Others made that clarion call of each new generation: It’s our turn to make things right. 

“I believe that each of us has a duty and responsibility to do what is right, what is just, and to move the world – our country and our community – at least one step forward to make each day brighter than the last,” said David Hoyt, an international relations major who aspires to public office. “And I believe that students in CISAC, by coming together and addressing these … pressing issues of our time, are starting that process.” 

The Interschool Honors Program in International Security Studies at CISAC is a competitive program in which 12 seniors are chosen from among all Stanford majors to spend their final year investigating a global security issue. They are mentored and attend seminars and classes taught by CISAC faculty and researchers and present a thesis at the end of the year. They come to think of Encina Hall as a place where their ideas count.

 

“I always thought of CISAC as my intellectual home at Stanford,” said Jane Esberg, an honors student from the class of 2009 who is now at New York University’s Center on International Cooperation and intends to pursue her Ph.D. in political science. “It was the first place where I felt like everybody thought about things that I really cared about. They never really treated me like a student – they always treated me like a colleague.”

 

Martha Crenshaw, a Senior Fellow at CISAC and its umbrella, the Freeman Spogli Institute for International Studies, is an expert on political terrorism and has directed the Honors Program for three years. She co-teaches s weekly honors seminar with Joe Felter, a senior research scholar at CISAC and retired U.S. Army colonel and Special Forces officer.  

“It’s a special pleasure to work with a small group of very talented and imaginative students who have such diverse interests,” Crenshaw said. 

The Washington leg of the program, known as Honors College, takes place in the two weeks before the academic year begins. The students also visit national battlefields to reconstruct war policy; a private tour of the National Portrait Gallery allows them to recount U.S. history through the individuals who shaped the great American story.

The two weeks also helps them bond and unveil their thesis topics

“The secret of the honors program is the interaction,” Tom Fingar, the Oksenberg-Rohlen Distinguished Fellow at FSI, told the students on their first night. They had gathered in a hotel conference room for the inaugural hashing out of their theses – some of which would change dramatically after two weeks of feedback in Washington. 

“You are going to be one another's most valuable critics,” said Fingar, an East Asia expert and former chairman of the National Intelligence Council who spent 23 years in the U.S. government. “In the end, this is your product, but your product that is informed by a collaborative process.” 

Fingar has been escorting the students around Washington since the program's inception in 2000. His years in intelligence and at the White House and State Department opened doors to counterterrorism and intelligence officials at State, the National Security Council, Homeland Security and the Department of Defense. The students also met those who strive for public policy toward peace and reconciliation, at the Eurasia Group, Carnegie Endowment for International Peace, Amnesty International and the Stimson Center. 

The students got an earful on how to operate if they gravitate toward capital careers and were encouraged to take time before determining what they wanted to do with their professional lives. 

“I quickly realized that I don’t like doing law,” said Matthew Rojansky, a Stanford Law School grad who is deputy director of the Russia-Eurasia Program at Carnegie, when asked about the benefits of law school. “Don’t jump into it with any uncertainty or reservations. Take time after school. You guys have a lot of options in your lives.” 

The next day, the students met national security and terrorism correspondents at The New York Times. They asked the reporters about the attack on the U.S. consulate in Libya, the covert use drones, and whether cyberwarfare is the next big security challenge. 

“The CISAC honors students are an amazingly talented group that we look forward to meeting every year,” said Eric Schmitt, who covers terrorism and national security for the Times and was a Knight Journalism Fellow at Stanford. “As journalists working in Washington, we’re able to give them insights from the front lines on the policies and politics of their research topics.”

As the U.S. presidential election swiftly approaches, many wonder what policy approach the next president - be it Barack Obama or Mitt Romney - will take with regard to China. Thomas Fingar, FSI’s Oksenberg-Rohlen Distinguished Fellow, considers how the outcome of the election could impact U.S.-China relations, and how the United States could focus its priorities in Asia.

Q. How does China see a Mitt Romney presidency?

Fingar: Conventional wisdom about China has long held that Beijing prefers Republicans to Democrats, primarily because Republicans are thought to be more interested in trade and less concerned about human rights. I'm not sure that particular characterization of Beijing's views was ever correct, but to the extent that it was, it is of decreasing importance and almost entirely absent now. The Chinese have been anxious about Governor Romney’s positions on China during the campaign, seeing his statements as excessive or unjustifiably critical and indicative of a determination to contain or constrain China's economic rise.

Beijing has expressed concern that Romney intends to act in ways that threaten China's continued rapid economic growth and undermine the communist-led regime. Such concerns were likely alleviated during the final debate when Romney said he views China as a potential partner, not an adversary. However, the Chinese will likely assume that Romney's call for more defense spending is aimed at containing China, since the United States’ only other declared security threat is Iran.

 

Q. Romney says he would label China a currency manipulator on “day one” of his presidency. Do presidents have the power to do such a thing? Could this trigger a trade war?

Fingar: Presidents can certainly announce rhetorical positions, but it is highly unlikely that such a declaration would lead to actions that could trigger a trade war. It could launch a political and bureaucratic process in which advocates with competing objectives and strategies would seek to fashion policy adjustments in order to achieve them. It would not, however, lead automatically to actions that would damage a relationship in which Americans, as well as the Chinese, have an enormously important stake.

 

Q. What positive or problematic developments could impact U.S.-China relations if Obama wins a second term?

Fingar: I anticipate many issues and problems, but no crises. The foundation for the relationship – interdependence and mutual benefit – is strong and growing stronger. That said, what happens in China will be important to the United States and command presidential attention. If China's economy continues to slow, it will slow recovery of the U.S. economy, both directly and by reducing Chinese purchases and sales to and from third countries that use earnings from sales to China to purchase goods and services from the United States. Continued deferral of resolving territorial disputes in the Sea of Japan and South China Sea will exacerbate perceptions that the United States should serve as a counterbalance to China, complicating U.S.-China relations. Another issue sure to be on the table is Chinese failure to honor World Trade Organization and intellectual property rights commitments.

 

Q. Obama’s rhetoric on China has become increasingly aggressive. Do you anticipate a tougher stand toward China if he is re-elected?

Fingar: Nothing that President Obama has said during the campaign suggests to me that he would make significant changes to U.S. policy toward China if he were re-elected. It would be a mistake to read too much into the number of times China is mentioned relative to other countries, as “China” is often used as a proxy for all foreign economic competition and the effects of globalization. Beijing should not take this personally; this is part of the price of becoming the world’s second-largest economy and having the biggest trade deficit with the United States. Far more important than such rhetoric are Obama’s and Romney’s references to seeking a partnership with China and the need for China to “play by the rules” with respect to WTO commitments, intellectual property rights and the treatment of foreign firms operating in China. I am confident Obama has no desire to make China into an enemy and no intention to contain or constrain China’s “rise.”

 

Q. Some doubt the Pentagon has the resources to deter Iran while pivoting to Asia. Which is more urgent for the new administration?

Fingar: The United States continues to have enormous military capabilities. Moreover, it counts as allies and partners most other major nations and military powers. Iran knows that, but threats to use military force are not likely to persuade Tehran to abandon the potential to acquire nuclear weapons. Indeed, such threats would likely bolster the arguments of people who claim Iran needs nuclear weapons to deter stronger and hostile adversaries.  Diplomacy, backed by international sanctions, and enlightened Iranian self-interest offer a far better path to deterring Iran from acquiring nuclear weapons.

 

Q. Do you expect the so-called Asia pivot to continue under the foreign policy team of the incoming president?

Fingar: East Asia is the most dynamic region in the world and the United States has many important interests and ties there. We are a Pacific power and a Pacific player and must remain heavily engaged in the region. The “pivot” toward Asia is a misnomer because it implies that we left and are now returning. We never left and never will. The “rebalancing” toward Asia is intended to reduce uncertainty about American intentions and to help prolong the period of peace and stability that has been critical to the achievement of prosperity and interdependence in the region. I hope the new administration, whoever wins, will redouble efforts to build a new, inclusive security arrangement for the region.

President Obama and Mitt Romney meet for their third debate to discuss foreign policy on Monday, when moderator Bob Schieffer is sure to ask them about last month's terrorist attack in Libya and the nuclear capabilities of Iran.

In anticipation of the final match between the presidential candidates, researchers from five centers at Stanford’s Freeman Spogli Institute for International Studies ask the additional questions they want answered and explain what voters should keep in mind.


What can we learn from the Arab Spring about how to balance our values and our interests when people in authoritarian regimes rise up to demand freedom?  

What to listen for: First, the candidates should address whether they believe the U.S. has a moral obligation to support other peoples’ aspirations for freedom and democracy. Second, they need to say how we should respond when longtime allies like Egypt’s Hosni Mubarak confront movements for democratic change.

And that leads to more specific questions pertaining to Arab states that the candidates need to answer: What price have we paid in terms of our moral standing in the region by tacitly accepting the savage repression by the monarchy in Bahrain of that country's movement for democracy and human rights?  How much would they risk in terms of our strategic relationship with Bahrain and Saudi Arabia by denouncing and seeking to restrain this repression? What human rights and humanitarian obligations do we have in the Syrian crisis?  And do we have a national interest in taking more concrete steps to assist the Syrian resistance?  On the other hand, how can we assist the resistance in a way that does not empower Islamist extremists or draw us into another regional war?  

Look for how the candidates will wrestle with difficult trade-offs, and whether either will rise above the partisan debate to recognize the enduring bipartisan commitment in the Congress to supporting democratic development abroad.  And watch for some sign of where they stand on the spectrum between “idealism” and “realism” in American foreign policy.  Will they see that pressing Arab states to move in the direction of democracy, and supporting other efforts around the world to build and sustain democracy, is positioning the United States on “the right side of history”?

What do you consider to be the greatest threats our country faces, and how would you address them in an environment of profound partisan divisions and tightly constrained budgets? 

What to listen for: History teaches that some of the most effective presidential administrations understand America's external challenges but also recognize the interdependence between America's place in the world and its domestic situation.

Accordingly, Americans should expect their president to be deeply knowledgeable about the United States and its larger global context, but also possessed of the vision and determination to build the country's domestic strength.

The president should understand the threats posed by nuclear proliferation and terrorist organizations. The president should be ready to lead in managing the complex risks Americans face from potential pandemics, global warming, possible cyber attacks on a vulnerable infrastructure, and failing states.

Just as important, the president needs to be capable of leading an often-polarized legislative process and effectively addressing fiscal challenges such as the looming sequestration of budgets for the Department of Defense and other key agencies. The president needs to recognize that America's place in the world is at risk when the vast bulk of middle class students are performing at levels comparable to students in Estonia, Latvia and Bulgaria, and needs to be capable of engaging American citizens fully in addressing these shared domestic and international challenges.

Should our government help American farmers cope with climate impacts on food production, and should this assistance be extended to other countries – particularly poor countries – whose food production is also threatened by climate variability and climate change?

What to listen for: Most representatives in Congress would like to eliminate government handouts, and many would also like to turn away from any discussion of climate change. Yet this year, U.S. taxpayers are set to pay up to $20 billion to farmers for crop insurance after extreme drought and heat conditions damaged yields in the Midwest.

With the 2012 farm bill stalled in Congress, the candidates need to be clear about whether they support government subsidized crop insurance for American farmers. They should also articulate their views on climate threats to food production in the U.S. and abroad.

Without a substantial crop insurance program, American farmers will face serious risks of income losses and loan defaults. And without foreign assistance for climate adaptation, the number of people going hungry could well exceed 15 percent of the world's population.

What is your vision for the United States’ future relationship with Europe? 

What to listen for: Between the end of World War II and the end of the Cold War, it was the United States and Europe that ensured world peace. But in recent years, it seems that “Europe” and “European” have become pejoratives in American political discourse. There’s been an uneasiness over whether we’re still friends and whether we still need each other. But of course we do.

Europe and the European Union share with the United States of America the most fundamental values, such as individual freedom, freedom of speech, freedom to live and work where you choose. There’s a shared respect of basic human rights. There are big differences with the Chinese, and big differences with the Russians. When you look around, it’s really the U.S. and Europe together with robust democracies such as Canada and Australia that have the strongest sense of shared values.

So the candidates should talk about what they would do as president to make sure those values are preserved and protected and how they would make the cooperation between the U.S. and Europe more effective and substantive as the world is confronting so many challenges like international terrorism, cyber security threats, human rights abuses, underdevelopment and bad governance.

Historical and territorial issues are bedeviling relations in East Asia, particularly among Japan, China, South Korea, and Southeast Asian countries. What should the United States do to try to reduce tensions and resolve these issues?

What to listen for: Far from easing as time passes, unresolved historical, territorial, and maritime issues in East Asia have worsened over the past few years. There have been naval clashes, major demonstrations, assaults on individuals, economic boycotts, and harsh diplomatic exchanges. If the present trend continues, military clashes – possibly involving American allies – are possible.

All of the issues are rooted in history. Many stem from Imperial Japan’s aggression a century ago, and some derive from China’s more assertive behavior toward its neighbors as it continues its dramatic economic and military growth. But almost all of problems are related in some way or another to decisions that the United States took—or did not take—in its leadership of the postwar settlement with Japan.

The United States’ response to the worsening situation so far has been to declare a strategic “rebalancing” toward East Asia, aimed largely at maintaining its military presence in the region during a time of increasing fiscal constraint at home. Meanwhile, the historic roots of the controversies go unaddressed.

The United States should no longer assume that the regional tensions will ease by themselves and rely on its military presence to manage the situation. It should conduct a major policy review, aimed at using its influence creatively and to the maximum to resolve the historical issues that threaten peace in the present day.
