Nearly every Latin American country opposed the U.S. war in Afghanistan in 2001. Most also opposed the U.S. invasion of Iraq in 2003. Why is the region more divided on Russia’s invasion of Ukraine today? Despite the Latin American consensus opposing unilateral uses of force against weaker states, governments across the region have refused to impose sanctions on Russia to respond to its invasion of Ukraine. There are even some countries, like Brazil, whose diplomats in U.N. forums have condemned Russia while the executive ponders whether to help Vladimir Putin’s administration economically. Does Latin America solidly condemn interventions only when the United States is the intervener?

Abstract

Latin American foreign-policy elites defend the principle of non-intervention to shield their countries’ autonomy. By 2005, however, most Latin American foreign policy elites accepted the easing of limits on the use of force in international law. They supported the Responsibility to Protect (R2P), which regulates the use of force to protect populations from mass atrocities. The paper presents a comparison of the Brazilian, Chilean, and Mexican positions in the R2P debates to understand why they supported this norm. During the debates leading to the emergence of R2P, these elites questioned a central premise of liberal internationalism: the idea that great powers would restrain their use of military force as part of their commitment to a liberal international order (LIO). Using Republican international political theory, I argue that these Latin American foreign-policy elites viewed a restricted humanitarian-intervention norm as a new defence against great powers interfering in developing countries. Instead of trusting that great powers would restrain their actions, these elites advocated for a humanitarian-intervention norm that would prevent uncontrolled humanitarian interventions.

Jacqueline L. Hazelton is the executive editor of the journal International Security. She was previously an associate professor at the U.S. Naval War College and an associate of the International Security Program at the Belfer Center, Harvard Kennedy School. Hazelton's research ranges from grand strategy, great power military intervention, and U.S. foreign and military policy to counterinsurgency, terrorism, and the uses of military power. She recently published Bullets Not Ballots: Success in Counterinsurgency Warfare and is working on a manuscript about great powers, liberal values, and military intervention.

Prior to her faculty appointment at the Naval War College, Hazelton was a visiting assistant professor in the Department of Political Science at the University of Rochester and a research fellow with the Belfer Center's International Security Program. Earlier experience included a stint as an international journalist with the Associated Press where she analyzed and reported on world events from Tokyo to Kabul and covered U.S. news as well. She received M.A.’s in English Literature and in International Relations from the University of Chicago and her Ph.D. from Brandeis University's Department of Politics.

Chris is working on a book manuscript focused on the central role of nuclear energy technology and diplomacy in shaping modern Brazil and Argentina and their bilateral relationship. A historian of Latin American science and technology, he was a visiting professor at the Naval Postgraduate School during Fall 2018, and conducted research in Brazil on a Stanton Foundation grant from the Fundação Getúlio Vargas in early 2019. In 2017-2018, he was a Nuclear Security Postdoctoral Fellow at CISAC at  Stanford University, with research funded by the MacArthur Foundation.  Chris received his Ph.D. in history from the University of Chicago in 2017, and also holds a B.A. in history with high distinction, B.S. in biochemistry, and M.A. in history from the University of Virginia.

Latin America experienced recurring episodes of populism, and of military reaction against populists, during the twentieth century, frequently ending in coups d’état. In the twenty-first century, military coups appear to have died out even as populist regimes returned during the third wave of democracy. This paper examines military contestation in populist regimes, both left and right, and how it has changed in the contemporary period. Combining fuzzy set Qualitative Comparative Analysis of Latin American presidencies (1982–2012) and four focused case analyses, we find that military contestation in contemporary populist regimes is driven by radical presidential policies that threaten or actually violate the institutional interests of key elites, among them the military, which in turn is facilitated by the interplay of political, social, economic, and international conditions. Counterintuitively, two of these conditions, the presence of rents and regime capacity for mass mobilization, operate in theoretically unexpected ways, contributing to military contestation.

Harold Trinkunas is the Deputy Director and a Senior Research Scholar at the Center for International Security and Cooperation at the Freeman Spogli Institute for International Studies at Stanford University. Prior to arriving at Stanford, Dr. Trinkunas served as the Charles W. Robinson Chair and senior fellow and director of the Latin America Initiative in the Foreign Policy program at the Brookings Institution. His research focuses on issues related to foreign policy, governance, and security, particularly in Latin America. Trinkunas has written on emerging powers and the international order, ungoverned spaces, terrorism financing, borders, and information operations. 

Trinkunas has co-authored Militants, Criminals and Warlords: The Challenge of Local Governance in an Age of Disorder (Brookings Institution Press, 2017), Aspirational Power: Brazil’s Long Road to Global Influence (Brookings Institution Press, 2016) and authored Crafting Civilian Control of the Military in Venezuela (University of North Carolina Press, 2005). Research by CISAC's Joseph Felter shows that insurgents try to derail government-delivered aid programs in poor areas because they fear successful programs will boost the government's credibility. Preventive measures include providing greater security around aid projects and limiting advance knowledge about them.

A research paper, published in the American Economic Review, involved an analysis of a large community-driven development program in the Philippines. In 2012, the World Bank supported more than 400 of these projects in 94 countries with about $30 billion in aid.

Conventional wisdom assumes that development aid is a tool to help reduce civil conflict. But some aid projects may actually exacerbate the violence, the research showed.

In an interview, Joseph Felter, a senior research scholar at Stanford's Center for International Security and Cooperation, said, "A 'winning hearts-and-minds' strategy for disbursing development aid may lead to an increase in insurgent attacks in the world's poorest areas. The study's takeaway is not to stop aid delivery, but to appreciate and plan for the possibility of unintended consequences."

Felter co-wrote the article, "Aid Under Fire: Development Projects and Civil Conflict," along with Benjamin Crost of the University of Colorado-Denver and Patrick Johnston of the RAND Corporation. Their research relied on conflict data from the Philippines military from between 2002 and 2006 that allowed them to precisely estimate how the implementation of aid affected violence levels in ongoing insurgencies against the government.

Spotlight on the Philippines

These issues are particularly important in poor and conflict-ridden countries like the Philippines, Felter said. The Philippines is home to some of the most protracted insurgencies in the world. Islamic separatist groups struggle for an independent Muslim state; a communist group continues to wage a classic Maoist revolutionary war; and the extremist Abu Sayyaf Group conducts kidnappings and terrorist attacks.

The aid program Felter and his colleagues studied was the Kapit-Bisig Laban sa Kahirapan Comprehensive Integrated Delivery of Social Service – or KALAHI-CIDSS – the largest of its kind in the Philippines. Through it, poor communities receive projects to address their most pressing needs. According to Felter, this typically involved funding for projects like roads, schools, health clinics and other infrastructure.

"This is government funding for projects that citizens in these areas have expressly asked for," Felter said.

The researchers noted that community-driven development projects, also known as "CDD" projects, are popular because evidence suggests they enhance social cohesion among citizens. But sometimes they draw the wrong kind of attention from anti-government groups, as the research illustrated.

Felter and his colleagues found an increase of 110-185 percent in insurgent attacks in communities where aid projects commenced, the authors wrote. If this effect is extrapolated across all of the Philippines' municipalities, the authors estimate that the program resulted in between 550 and 930 additional casualties during three years.

"Taken together, this detailed evidence sheds new light on the mechanisms that link aid and conflict, which may eventually help design more effective aid interventions that alleviate poverty without exacerbating conflict," they wrote.

When the insurgent groups destroy such a project, it has the effect of weakening the perception that the government can actually deliver on community projects, the scholars wrote. For example, the communist rebels in the Philippines have issued public statements denouncing the KALAHI-CIDSS program as "counterrevolutionary and anti-development." If a successful aid program shifts the balance of power in favor of the government, it reduces insurgents' bargaining power and their political leverage.

As a result, insurgents tended to engage in conflict in the earlier stages of a project in order to keep it from succeeding, according to the research. In fact, conflict increased when municipalities were in the early or "social preparation" stages of publicizing an aid program, Felter and his colleagues wrote.

Sometimes rebel groups divert aid to fund their own operations – aid shipments are often stolen or "taxed" by these groups, according to the paper.

The Next Step

What can be done to prevent attacks?

"Greater security around the aid projects and limiting advance knowledge of the particular projects are good measures to start with," Felter said.

He noted that governments and aid organizations need to be discreet in how they identify aid projects and their locations, and how they disburse the aid itself. More research on this issue needs to be done, Felter said.

"One lesson is not to give insurgents too long a lead time to plan attacks," he said.

Unfortunately, as the researchers noted, poverty and violence are often linked: "The estimated one-and-a-half billion people living in conflict-affected countries are substantially more likely to be undernourished, less likely to have access to clean water and education, and face higher rates of childhood mortality."

Continued progress – in the form of international aid – is urged toward eradicating poverty. "To help achieve this, governments and multilateral donor organizations are increasingly directing development aid to conflict-affected countries worldwide," Felter and his co-authors pointed out.

Felter, also a research fellow at Stanford's Hoover Institution, retired from the U.S. Army as a colonel in 2012 following a career as a Special Forces and foreign area officer. He has conducted foreign internal defense and security assistance missions across East and Southeast Asia and has participated in combat deployments to Panama, Iraq and Afghanistan. In 2010-11, he commanded the International Security and Assistance Force Counter Insurgency Advisory and Assistance Team in Afghanistan.

"I saw this dynamic (insurgent attacks on aid projects) firsthand in Afghanistan and Iraq. This research paper confirms it," Felter said.

He devoted much of his Stanford doctoral dissertation and his work at CISAC and Hoover to build what he hopes will be the largest and most detailed micro-conflict database – the Empirical Studies of Conflict – ever assembled.

Felter said there is only so much that the military can do to win over people in areas ravaged by war and conflict.

"The military can 'lease' hearts and minds by creating a safe environment for aid projects," he said, "but ultimately it's up to the government to win them over."

Africa (Proceedings of the National Academy of Sciences 2013): USAID and the UN's World Food Program have proposed strategies for allocating ready-to-use (therapeutic and supplementary) foods to children in developing countries. Analysis is needed to investigate whether there are better alternatives. We use a longitudinal data set of 5657 children from Bwamanda to construct a statistical model that tracks each child's height and weight  throughout the first five years of life. We embed this model into an optimization framework that chooses which individual children should receive food based on a child's sex, age, height and weight, to minimize the mean number of disability-adjusted life years per child subject to a budget constraint. Our proposed policy compares favorably to those proposed by the aid groups. Time permitting, we will also discuss a recent analysis of a nutrition program in Guatemala that quantifies the age dependence in the impact of supplementary food, and develops a food allocation policy that exploits this age dependence and reduces child stunting.

India: Motivated by India's nationwide biometric program for social inclusion, we analyze verification (i.e., one-to-one matching) in the case where we possess 12 similarity scores (for 10 fingerprints and two irises) between a resident's biometric images at enrollment and his biometric images during his first verification. At subsequent verifications, we allow individualized strategies based on these 12 scores: we acquire a subset of the 12 images, get new scores for this subset that quantify the similarity to the corresponding enrollment images, and use the likelihood ratio to decide whether a resident is genuine or an imposter. Compared to the policy currently used in India, our proposed policy provides a five-log (i.e., 100,000-fold) reduction in the false reject rate while only increasing the mean delay from 31 to 38 seconds.

Lawrence Wein is the Jeffrey S. Skoll Professor of Management Science at the Graduate School of Business, Stanford University, and an affiliated faculty member at CISAC. After getting a PhD in Operations Research from Stanford University in 1988, he spent 14 years at the Sloan School of Management at MIT, where he was the DEC Leaders for Manufacturing Professor of Management Science. His research interests include mathematical models in operations management, medicine and biology.

Since 2001, he has analyzed a variety of homeland security problems. His homeland security work includes four papers in Proceedings of the National Academy of Sciences, on an emergency response to a smallpox attack, an emergency response to an anthrax attack, a biometric analysis of the US-VISIT Program, and an analysis of a bioterror attack on the milk supply. He has also published the Washington Post op-ed "Unready for Anthrax" (2003) and the New York Times op-ed "Got Toxic Milk?", and has written papers on port security, indoor remediation after an anthrax attack, and the detention and removal of illegal aliens.

For his homeland security research, Wein has received several awards from the International Federation of Operations Research and Management Science (INFORMS), including the Koopman Prize for the best paper in military operations research, the INFORMS Expository Writing Award, the INFORMS President’s Award for contributions to society, the Philip McCord Morse Lectureship, the Frederick W. Lanchester Prize for best research publication, and the George E. Kimball Medal. He was Editor-in-Chief of Operations Research from 2000 to 2005, and was elected to the National Academy of Engineering in 2009.
