A Russian invasion of Ukraine would be the most consequential use of military force in Europe since World War II and could put Moscow in a position to threaten U.S. allies in Europe. Many in the American foreign-policy establishment argue that the appropriate U.S. response to any such invasion is a major American troop deployment to the Continent. This would be a grave mistake.

The U.S. can no longer afford to spread its military across the world. The reason is simple: an increasingly aggressive China, the most powerful state to rise in the international system since the U.S. itself. By some measures, China’s economy is now the world’s largest. And it has built a military to match its economic heft. Twenty-five years ago, the Chinese military was backward and obsolete. But extraordinary increases in Beijing’s defense budget over more than two decades, and top political leaders’ razor-sharp focus, have transformed the People’s Liberation Army into one of the strongest militaries the world has ever seen.

China’s new military is capable not only of territorial defense but of projecting power. Besides boasting the largest navy in the world by ship count, China enjoys some capabilities, like certain types of hypersonic weapons, that even the U.S. hasn’t developed.

Most urgently, China poses an increasingly imminent threat to Taiwan. Xi Jinping has made clear that his platform of “national rejuvenation” can’t be successful until Taiwan unifies with the mainland—whether it wants to or not. The PLA is growing more confident in its ability to conquer Taiwan even if the U.S. intervenes. Given China’s military and economic strength, China’s leaders reasonably doubt that the U.S. or anyone else would mount a meaningful response to an invasion of Taiwan. To give a sense of his resolve, Mr. Xi warned that any “foreign forces” standing in China’s way would have “their heads . . . bashed bloody against a Great Wall of steel forged by over 1.4 billion Chinese people.”

The U.S. must defend Taiwan to retain its credibility as the leader of a coalition for a free and open Indo-Pacific. From a military perspective, Taiwan is a vital link in the first island chain of the Western Pacific. If Taiwan falls into Chinese hands, the U.S. will find it harder to defend critical allies like Japan and the Philippines, while China will be able to project its naval, air and other forces close to the U.S. and its territories. Taiwan is also an economic dynamo, the ninth-largest U.S. trading partner of goods with a near-monopoly on the most advanced semiconductor technology—to which the U.S. would most certainly lose access after a war.

The Biden administration this month ordered more than 6,000 additional U.S. troops deployed to Eastern Europe, with many more potentially on the way. These deployments would involve major additional uncounted commitments of air, space, naval and logistics forces needed to enable and protect them. These are precisely the kinds of forces needed to defend Taiwan. The critical assets—munitions, top-end aviation, submarines, and intelligence, surveillance and reconnaissance capabilities—that are needed to fight Russia or China are in short supply. For example, stealthy heavy bombers are the crown jewel of U.S. military power, but there are only 20 in the entire Air Force.

The U.S. has no hope of competing with China and ensuring Taiwan’s defense if it is distracted elsewhere. It is a delusion that the U.S. can, as Pentagon press secretary John Kirby said recently, “walk and chew gum at the same time” with respect to Russia and China. Sending more resources to Europe is the definition of getting distracted. Rather than increasing forces in Europe, the U.S. should be moving toward reductions.

To be blunt: Taiwan is more important than Ukraine. America’s European allies are in a better position to take on Russia than America’s Asian allies are to deal with China.

There is a viable alternative for Europe’s defense: The Europeans themselves can step up and do more for themselves, especially with regard to conventional arms. This is well within Europe’s capacity, as the combined economic power of the NATO states dwarfs that of Russia. NATO allies spend far more on their militaries than Russia. To aid its European allies, the U.S. can provide various forms of support, including lethal weapons, while continuing to remain committed to NATO’s defense, albeit in a more constrained fashion, by providing high-end and fungible military capabilities. The U.S. can also continue to extend its nuclear deterrent to NATO.

The U.S. should remain committed to NATO’s defense but husband its critical resources for the primary fight in Asia, and Taiwan in particular. Denying China the ability to dominate Asia is more important than anything that happens in Europe. To be blunt: Taiwan is more important than Ukraine. America’s European allies are in a better position to take on Russia than America’s Asian allies are to deal with China. The Chinese can’t be allowed to think that America’s distraction in Ukraine provides them with a window of opportunity to invade Taiwan. The U.S. needs to act accordingly, crisis or not.

On January 30, North Korea fired an intermediate-range ballistic missile from the north province of Jagang, its seventh rocket test this year. At first glance, this may not seem like a huge deal. The rockets are not, after all, the nuclear bombs and intercontinental ballistic missiles (ICBMs) that North Korea has tested in the past. Russia is currently massing troops on the Ukrainian border, and COVID-19 cases are surging around the world thanks to the Omicron variant. By comparison, the launches may look like a lesser concern—just another routine military provocation from Pyongyang.

But the tests aren’t coming at a routine moment. Instead, they are occurring at a time of stark, rising competition between the United States and the Pacific’s other great power: China. Washington sold nuclear submarines to Australia as part of a new, trilateral security arrangement along with the United Kingdom. U.S. assistant secretary of defense Ely Ratner declared that deterring China from attacking Taiwan is “an absolute priority.” In explaining the United States’ withdrawal from Afghanistan, U.S. President Joe Biden argued Washington needed to refocus its energy and resources on the “serious competition with China.” The pivot to Asia, long elusive, is clearly underway.

In this context, North Korea’s tests take on a new meaning—and it is dangerous for U.S. ambitions. The heightened threat of North Korean missile attacks incentivizes both Japan and South Korea to avoid alienating Beijing, which they hope will help keep Pyongyang in check. (China is North Korea’s main patron and sole ally.) It also means both Japan and South Korea are likely to redouble their militaries’ focus on Pyongyang rather than support U.S. operations elsewhere in Asia. And if the United States has to bolster its armed posture on the Korean Peninsula, whether to assuage Seoul’s and Tokyo’s fears, better deter North Korea, or fight in an actual conflict, Washington will need to reposition forces designed to constrain China elsewhere. Pyongyang’s weapons program was long seen as a liability for Beijing, given the erratic and unpredictable behavior of North Korea’s leaders. Now, it is becoming an asset.

For China, this switch comes at an opportune time. Under President Xi Jinping, Beijing has grown more impatient, expansionist, and belligerent. It is increasingly possible that China will try to seize control of Taiwan, especially since the peaceful unification of the mainland and the island is clearly no longer an option. Xi is closely watching the U.S. response to North Korea’s provocations and drawing lessons about Washington’s credibility. To prevent conflict in the Korean Peninsula and keep pace in its competition with Beijing, the United States will need to come up with new ways to unite its allies and prove its resolve in the region.

Cracking Through

North Korea’s latest rockets may not be capable of reaching the continental United States, but that hardly means they aren’t dangerous. Missile defense systems cannot see low-flying objects until they are near their targets, and this year’s first and second tests were of hypersonic advanced boost-glide vehicle missiles, which can travel at low altitudes, evade radar, and maneuver to avoid last-second interception. In the third test, the North Korean military successfully launched a missile off a moving train, indicating that Pyongyang can fire rockets from a mobile system, in turn making both tracking and targeting even more difficult (especially given the country’s vast railway system). In other words, these recent tests may have neutralized U.S. missile defense capabilities, such as the U.S.-deployed Terminal High Altitude Area Defense missile system and the Aegis Ballistic Missile Defense system.

These capabilities were designed to protect Japan and, especially, South Korea. Their erosion comes at a tricky time for the United States’ relations with the latter. Biden has yet to designate a U.S. ambassador to Seoul, and he appointed a special envoy for North Korea only in May of last year. The president placed new sanctions on North Korea in December 2021, but they were human rights-related and largely viewed as symbolic. In response to January’s missile threats, the Biden administration implemented its first weapons-related sanctions, but they were relatively limited in scope. Some South Korean analysts now believe that the administration discusses North Korean issues with Seoul not because it seriously intends to resolve them but more to persuade the South Korean government to help the United States compete against Beijing. South Koreans fear that the Biden administration’s prioritization of China comes at the expense of the denuclearization of North Korea.

This is a welcome development for Beijing. Chinese analysts view South Korea as a weak link in the United States’ East Asian alliances, and Beijing is trying to divide Washington and Seoul through a combination of compliments and threats. In August 2020, Chinese media praised South Korea’s efforts to "be objective and keep its friendship with China," and several weeks later, Chinese scholars commended South Korea’s “kindness to China” in a time of “U.S. suppression.” But after South Korean President Moon Jae-in discussed Taiwan with Biden at their May 2021 summit, China’s Foreign Ministry warned South Korea not to “play with fire.” It is telling that Chinese scholars at a government-affiliated institute are arguing openly that China needs to raise the cost of South Korea’s cooperation with the United States on Taiwan.

North Korea’s missile capabilities are helping accomplish this task. The newer rockets more effectively threaten South Korea, and they increase Seoul’s doubts about the efficacy of U.S. deterrence. North Korea has explicitly tied its menacing assets to the issues surrounding the island. Pyongyang has publicly criticized the United States policies’ on Taiwan and threatened that “tragic consequences” will result from U.S. support. “The indiscreet meddling by the U.S. into the issue of Taiwan entails a potential danger of touching off a delicate situation on the Korean peninsula,” North Korea’s vice foreign minister said in a statement. These words could make Seoul think twice about backing the United States in the Taiwan Strait.

Japan is more difficult to split from Washington. But North Korea’s activities can certainly draw some of Japan’s attention away from Beijing. Although Tokyo was getting onboard with playing a greater role in deterring China and defending Taiwan, Japan’s Ministry of Defense has identified North Korea’s military capabilities as a “grave and imminent” threat, and there is no doubt that the government’s focus will shift if Pyongyang escalates its provocations. In the White House’s statement regarding Biden’s January 21 meeting with Japanese Prime Minister Fumio Kishida, Taiwan was mentioned only once. In comparison, the two leaders cited North Korea three times, condemned the country’s recent missile tests, and committed to work with South Korea more closely. Although Tokyo could theoretically focus on both North Korea and China, in practice it might struggle. Pyongyang poses a far more direct threat to Japanese lives and territory than does Beijing, and it would be hard for Japanese leaders to concentrate on China if North Korea grows more belligerent.

Drawing the Heat

North Korea’s new capabilities don’t help Beijing just diplomatically. The tests provide tangible, military benefits. The United States has been attempting to enlist South Korea in its efforts to strengthen deterrence across the Taiwan Strait. But Pyongyang’s new missiles mean Seoul is less likely to focus its military somewhere other than North Korea, especially if it continues the provocations. Indeed, a South Korean expert on Chinese politics has argued that when Washington asks for support in its contest with Beijing, Seoul should explain that it is too busy handling Pyongyang.

To reassure its allies, the United States may also need to refocus military attention on the Korean Peninsula, reducing its ability to operate in other parts of Asia. In 2017, when North Korea conducted ICBM and nuclear tests, the United States responded by sending more strategic assets, including heavy naval power, near the Korean Peninsula. If tensions rise high enough, Washington may have to do so again, including by shifting the Seventh Fleet’s operational focus to the area. Stationed in the middle of Japan, this fleet has been one of the United States’ primary tools for deterring Beijing, conducting patrols near the Taiwan Strait and promoting freedom of navigation in the South China Sea. But given past positioning patterns, a crisis on the Korean Peninsula would also most certainly drag the fleet farther north, undermining Washington’s ability to carry out operations elsewhere.

A major war on the Korean Peninsula would prove particularly devastating to the United States’ competition with Beijing. In addition to the Seventh Fleet, the United States Forces Korea’s 28,000 soldiers, 40 F-16 fighters, 90 military aircrafts, 40 attack helicopters, and other assets would immediately become unavailable for operations beyond the peninsula. A majority of the United States Forces Japan’s aircraft, ships, and approximately 55,000 military personnel would also be deployed to Korea. Japan’s own military, which could help the United States if it needed to fight China, would grow busy providing combat support to protect U.S. naval forces—including antisubmarine operations and sea minesweeping—as U.S. troops prepared for an amphibious landing on the peninsula.

For China, a crisis on the Korean Peninsula would be a golden opportunity.

Beijing, by comparison, is in a better position. The United States has to worry that China will use a North Korea–spurred crisis to invade Taiwan, but the inverse isn’t true: Beijing isn’t concerned that Seoul or Washington will start a war over Taiwan if Pyongyang launches an attack. China’s commitment to North Korea is also not as comprehensive as the United States’ is to Seoul. In the event of a renewed Korean war, China plans to send mostly ground forces into the North. Its air and naval assets would remain focused across the Taiwan Strait.

For China, therefore, a crisis on the peninsula—especially one that evolves into a conflict—would be a golden opportunity to expand its power. It may even make it possible to defeat Taipei. With U.S. intelligence assets supporting troops in Korea, a Chinese amphibious force might be able to move on the island without giving the United States advanced warning. China could establish beachheads on Taiwan long before U.S. forces, bogged down on the peninsula, have time to arrive. The war’s eventual outcome would be a fait accompli.

North Korea’s latest tests may have already made a Chinese attack more likely. As Chinese media happily pointed out, Pyongyang’s January 11 missile launch briefly confused the United States Northern Command’s warning system, grounding some commercial airplanes for 15 minutes. China has the most advanced ballistic and cruise missile program in the world. If North Korea’s offensive strike capability can jeopardize the U.S. early warning system, it surely bodes well for Beijing’s ability to surprise and defeat Washington’s forces.

Better Together

To counter North Korea’s new missile threats and prevent them from helping China, the Biden administration needs a stronger North Korea strategy—one that deters further provocations, reassures South Korea, and demonstrates Washington’s continued resolve and credibility to Beijing. That means Washington must support South Korea’s efforts to advance its offensive capabilities, such as the development of nuclear-powered submarines. South Korea, meanwhile, must scale up its combined exercises with the United States. A stronger U.S.–South Korean alliance will improve the two countries’ combat readiness, which is especially critical at a time when North Korea appears to be building up to another round of ICBM and nuclear tests. Finally, closer ties would make it easier for the United States to marshal allies in its competition against China, including in the Taiwan Strait.

The United States should also use the renewed tensions on the Korean Peninsula to encourage closer Japanese–South Korean cooperation. Seoul has long had highly fraught relations with its former colonial ruler, and the two states have especially struggled to get along in recent years. But for better or worse, the Korean Peninsula, East China Sea, and Taiwan Strait are increasingly intertwined in the current era of strategic competition. Pyongyang's provocations against the United States and its allies on the peninsula can embolden the Chinese Communist Party to act in other regions. And if Beijing can weaken or defeat the United States and its Asian allies anywhere, both the Chinese Communist Party and the Kim regime will be emboldened to act on the peninsula. To cope with this changing security environment, it makes sense for strategists in Washington, Seoul, and Tokyo to package these issues together. By demonstrating greater coordination, the three countries would also make it harder for China or North Korea to fracture Washington’s East Asia alliances, regardless of the contingency.

Finally, these three states must prepare for simultaneous provocations in East Asia, including concurrent conflicts in Taiwan and on the Korean Peninsula. In consultation with one another, the United States and its allies must demonstrate a strong willingness to cooperate and take strategic risks. They should hold more trilateral defense minister meetings, more thoroughly review various contingency scenarios, and discuss how to enhance their combined capabilities. Hopefully, these countries will never need to put these plans and abilities into practice. But to deter Kim Jong Un and Xi Jinping, they need to prove that they can fight two wars—and win both—if the need arises.

Highly radioactive fuel debris remains in the reactors

More than a decade after the Fukushima Daiichi Nuclear Power Plant (FDNPP) disaster, an international team of researchers uncovered critical new information related to the retrieval and management of fuel debris, the solidified mixture of melted nuclear fuel and other materials that lie at the base of the damaged reactors.

The material is highly radioactive and has potential to generate enough neutrons to trigger successive nuclear fission reactions (uranium-235 breaks into two elements after capturing neutrons, emitting enormous amounts of energy, radiation, and more neutrons), presenting a safety and material management risk.

One of the materials in nuclear reactors that can lower the number of neutrons interacting with uranium-235 is boron carbide (B4C), which was used as the control rod material in the FDNPP reactors and may remain within the fuel debris. If so, it may limit fission events within the fuel debris.

Can the fuel debris be safely removed?

On March 11, 2011, the control rods were inserted into the FDNPP reactors to stop the fission reactions immediately after the earthquake, but the later tsunami destroyed the reactor cooling systems. Fuel temperatures soon became high enough (greater than 2000 °C) to cause reactor meltdowns.

Currently, the fuel debris material from each reactor is cooled and stable; however, careful assessment of these materials is needed to ascertain if successive fission reactions and associated neutron flux could occur in the fuel debris during its removal. More information is needed to understand the inventories of radioactive elements as well their boron content, a neutron absorber. And many important questions remain: was boron from the control rods lost at high temperature during the meltdown? If so, does enough boron remain in the fuel debris to limit successive fission reactions within this material? These questions must be answered to support safe decommissioning.

Study shows direct evidence of volatilization of control rods during the accident.

A team of scientists from Japan, Finland, France, and the USA has published new research in The Journal of Hazardous Materials that indicates that most of the control rod boron remains in at least two of the damaged FDNPP reactors (Units 2 and/or 3).

CISAC Co-Director Rod Ewing, who is the Frank Stanton Professor in Nuclear Security, acknowledged the importance of these new findings but highlighted that the team’s measurements now need to beextended in follow-up studies, where the occurrence and distribution of boron species should be characterized across a wide range of debris fragments.” 

Dr. Satoshi Utsunomiya and graduate student Kazuki Fueda of Kyushu University led the study. Using electron microscopy and secondary ion mass spectrometry (SIMS), the team has been able to report the first-ever measurements of boron and lithium chemistry from radioactive Cs-rich microparticles (CsMPs). CsMPs formed inside FDNPP reactor units 2 and/or 3 during the meltdowns. These microscopic particles were then emitted into the environment, and the particles hold vital clues about the extent and types of meltdown processes. The team’s new results on boron-11/boron-10 isotopic ratios (~4.2) clearly indicate that most of the boron inside the CsMPs is derived from the FDNPP control rods and not from other sources (e.g., boron from the seawater that was used to cool the reactors). Dr Utsunomiya states that the presence of boron in the CsMPs “provides direct evidence of volatilization of the control rods, indicating that they were severely damaged during the meltdowns.”

Ample boron likely remains in the reactors, but more research is needed

The team combined their new data with past knowledge on CsMP emissions to estimate that the total amount of boron released from the FDNPP reactors was likely small: 0.024–62 g.

Prof. Gareth Law, a co-author from the University of Helsinki emphasized that this “is a tiny fraction of the reactor’s overall boron inventory, and this may mean that essentially all of the control rod boron remains inside the reactors.”

Utsunomiya stresses that “FDNPP decommissioning, and specifically fuel debris removal must be planned so that the extensive fission reactions do not occur. Our international team has successfully provided the first direct evidence of volatilization of B4C during the FDNPP meltdowns, but critically, our new data indicated that large quantities of boron, which adsorbs neutrons, likely remains within fuel debris.”

Prof. emeritus Bernd Grambow, a study co-author from SUBATECH, Nantes, France, highlights that the work “paves the way for improving the safety assessment of debris retrieval during decommissioning at FDNPP,” with the team’s methods “providing a template for further studies.” Utsunomiya concludes that “it is nearly 11 years since the FDNPP disaster. In addition to tireless efforts from engineers at the FDNPP, scientific contributions are becoming more and more important as tools to address the major difficulties that will be faced during decommissioning.”

In this chapter from Alliances, Nuclear Weapons and Escalation: Managing Deterrence in the 21st Century,  Oriana Skylar Mastro argues that there are several reasons to suspect that the nuclear dynamics between the US and China are different from those that existed between the Soviet Union and the US during the Cold War. For one, China’s approach to nuclear weapons is fundamentally different from the US and Soviet approaches of assured destruction capability. Instead, China’s policy of assured retaliation with a no-first-use pledge, designed to deter nuclear attack and coercion, reduces the strategic importance of nuclear weapons in the bilateral relationship.

Mastro notes that the great power nuclear relationship also impacts US allies differently. She points out that European countries are committed to collective defence, but no North Atlantic Treaty Organization – style construct exists between US allies in Asia. Additionally, key US European allies such as France and the United Kingdom have their own nuclear capabilities while Asian allies rely exclusively on the US to deter nuclear attack against their countries.

Her chapter evaluates the role that nuclear deterrence plays in the US–China strategic relationship. It lays out the pathways to conflict and the implications for nuclear use, evaluates how allies influence nuclear dynamics (the conditions under which nuclear weapons would most likely be used and how) and explores how escalation to nuclear conflict may affect US allies in the region depending on their level of involvement in the contingency. In doing so, Mastro highlights that, when it comes to nuclear use, there is a sizeable difference between what is possible (the operational realities) and what is plausible (the strategic logic behind potential use).

Taiwan. Hypersonic missiles. The South China Sea. In the last few months, China’s activities have grabbed headlines and fueled speculation about its intentions. But how much of this action is posturing, and how much should U.S. policymakers and strategists take seriously?

To help explain what’s going on with our biggest competitor, FSI Center Fellow Oriana Skylar Mastro, a specialist on China’s military and an active member of the United States Air Force Reserves, joins Michael McFaul on World Class to debunk some of the myths that persist about China’s capabilities and reframe how the U.S. needs to think about strategic competition with Beijing. Where China Was in the 1990s


Twenty years ago, the Chinese-Taiwan invasion plan was to take a couple of fishing vessels and paddle their way across the strait. In the 1990s, China had very limited, and often no ability to fly over water, or at night, or in weather, and their ships had no defenses.

For many, many years we knew that China was willing to fight if Taiwan declared independence. Fighting a war in any country that is big and resolved is problematic. But it was never the case that the United States was going to lose that war; it was always a matter of, “How many days?” How many days is it going to take us to win?

Where China Is Now


In the intervening years, China's military has changed both quantitatively and qualitatively. Now they have the largest navy in the world, and those ships are some of the most advanced surface ships that can be comparable to those of the United States. Same with their fighters; they have fifth generation airplanes and the largest airforce in the region. They’ve put all these capabilities online, and at the same time, they [have also] started developing capabilities to reach out and touch the United States with.

They developed the capability to hit moving ships at sea, which is something the United States doesn’t have the capability to do. They have a huge cruise and ballistic missile program that basically can take out a U.S. base like Kadena  in the region in a matter of hours, should they ever be willing to make a direct hit on the U.S.

This doesn't mean that China is more powerful than the United States; China still can’t project power outside the Indo-Pacific region, and even there it’s mostly through space, cyber, and nuclear weapons. But most of the contingencies we're talking about are really close to China, so it doesn’t really matter that they can’t project power. So, on the conventional side, I’m very concerned.

Why Taiwan Matters


The whole goal of the Communist Party, since its founding in 1949, has been to resolve this Taiwan issue.

Now they have the ships, the aircraft, and they’ve reorganized their whole military so that they can do joint operations, so that the navy and the air force can do an invasion of Taiwan. And a lot of those efforts came to a successful conclusion at the end of 2020. And that's why people like myself, not because of  the capabilities, but because when I was in Beijing and talked to the Chinese military and government officials, they said, “We could do this now, and maybe we should think about it.”

We know from behavioral economics that countries and people are much more willing to take risks to not lose something that they think is theirs, versus when they are trying to get something which they don't think is theirs. In the Chinese mindset, Taiwan, the South China Sea, East China Sea, etc. is already theirs, and the United States is trying to take it from them. That makes the situation even more problematic. 

What the United States Should Do


The Biden administration is doing a lot of political maneuvering to show that the United States is willing to defend Taiwan. And I think it’s just upsetting Beijing, because they think we’re changing the political status quo. It also does nothing to enhance our deterrence, because it doesn't signal anything about our capability to defend Taiwan.

The Chinese basically assume the United States will intervene. Their big question is, can they still win? We need to show China that they cannot win, and that’s about showing out capabilities in the region. It’s about aggressively negotiating new host arrangements, more access for the U.S. military, and new international institutions and treaties that constrain the ways China leverages power.

I'm a military person, but I'm totally on board with leading with diplomacy. But I don't see those types of efforts coming out of the Biden administration. They seem to want to double down and do the same things, just with more allies and partners.  I'm supportive of it, but I just don't think it's enough.

On May 13, the journal Science published a letter, signed by 18 scientists, stating that it was still unclear whether the virus that causes COVID-19 emerged naturally or was the result of a laboratory accident, but that neither cause could be ruled out. David Relman, MD, the Thomas C. and Joan M. Merigan Professor and professor of microbiology and immunology, spearheaded the effort.

Relman is no stranger to complicated microbial threat scenarios and illness of unclear origin. He has advised the U.S. government on emerging infectious diseases and potential biological threats. He served as vice chair of a National Academy of Sciences committee reviewing the FBI investigation of letters containing anthrax that were sent in 2001. Recently, he chaired another academy committee that assessed a cluster of poorly explained illnesses in U.S. embassy employees. He is a past president of the Infectious Diseases Society of America.

Stanford Medicine science writer Bruce Goldman asked Relman to explain what remains unknown about the coronavirus’s emergence, what we may learn and what’s at stake.

1. How might SARS-CoV-2, which causes COVID-19, have first infected humans?

Relman: We know very little about its origins. The virus’s closest known relatives were discovered in bats in Yunnan Province, China, yet the first known cases of COVID-19 were detected in Wuhan, about 1,000 miles away.

There are two general scenarios by which this virus could have made the jump to humans. First, the jump, or “spillover,” might have happened directly from an animal to a human, by means of an encounter that took place within, say, a bat-inhabited cave or mine, or closer to human dwellings — say, at an animal market. Or it could have happened indirectly, through a human encounter with some other animal to which the primary host, presumably a bat, had transmitted the virus.

Bats and other potential SARS-CoV-2 hosts are known to be shipped across China, including to Wuhan. But if there were any infected animals near or in Wuhan, they haven’t been publicly identified.

Maybe someone became infected after contact with an infected animal in or near Yunnan, and moved on to Wuhan. But then, because of the high transmissibility of this virus, you’d have expected to see other infected people at or near the site of this initial encounter, whether through similar animal exposure or because of transmission from this person.

2. What’s the other scenario?

Relman: SARS-CoV-2 could have spent some time in a laboratory before encountering humans. We know that some of the largest collections of bat coronaviruses in the world — and a vigorous research program involving the creation of “chimeric” bat coronaviruses by integrating unfamiliar coronavirus genomic sequences into other, known coronaviruses — are located in downtown Wuhan. And we know that laboratory accidents happen everywhere there are laboratories.

All scientists need to acknowledge a simple fact: Humans are fallible, and laboratory accidents happen — far more often than we care to admit. Several years ago, an investigative reporter uncovered evidence of hundreds of lab accidents across the United States involving dangerous, disease-causing microbes in academic institutions and government centers of excellence alike — including the Centers for Disease Control and Prevention and the National Institutes of Health.

SARS-CoV-2 might have been lurking in a sample collected from a bat or other infected animal, brought to a laboratory, perhaps stored in a freezer, then propagated in the laboratory as part of an effort to resurrect and study bat-associated viruses. The materials might have been discarded as a failed experiment. Or SARS-CoV-2 could have been created through commonly used laboratory techniques to study novel viruses, starting with closely related coronaviruses that have not yet been revealed to the public. Either way, SARS-CoV-2 could have easily infected an unsuspecting lab worker and then caused a mild or asymptomatic infection that was carried out of the laboratory.

3. Why is it important to understand SARS-CoV-2’s origins?

Relman: Some argue that we would be best served by focusing on countering the dire impacts of the pandemic and not diverting resources to ascertaining its origins. I agree that addressing the pandemic’s calamitous effects deserves high priority. But it’s possible and important for us to pursue both. Greater clarity about the origins will help guide efforts to prevent a next pandemic. Such prevention efforts would look very different depending on which of these scenarios proves to be the most likely.

Evidence favoring a natural spillover should prompt a wide variety of measures to minimize human contact with high-risk animal hosts. Evidence favoring a laboratory spillover should prompt intensified review and oversight of high-risk laboratory work and should strengthen efforts to improve laboratory safety. Both kinds of risk-mitigation efforts will be resource intensive, so it’s worth knowing which scenario is most likely.

4. What attempts at investigating SARS-CoV-2’s origin have been made so far, with what outcomes?

Relman: There’s a glaring paucity of data. The SARS-CoV-2 genome sequence, and those of a handful of not-so-closely-related bat coronaviruses, have been analyzed ad nauseam. But the near ancestors of SARS-CoV-2 remain missing in action. Absent that knowledge, it’s impossible to discern the origins of this virus from its genome sequence alone. SARS-CoV-2 hasn’t been reliably detected anywhere prior to the first reported cases of disease in humans in Wuhan at the end of 2019. The whole enterprise has been made even more difficult by the Chinese national authorities’ efforts to control and limit the release of public health records and data pertaining to laboratory research on coronaviruses.

In mid-2020, the World Health Organization organized an investigation into the origins of COVID-19, resulting in a fact-finding trip to Wuhan in January 2021. But the terms of reference laying out the purposes and structure of the visit made no mention of a possible laboratory-based scenario. Each investigating team member had to be individually approved by the Chinese government. And much of the data the investigators got to see was selected prior to the visit and aggregated and presented to the team by their hosts.

The recently released final report from the WHO concluded — despite the absence of dispositive evidence for either scenario — that a natural origin was “likely to very likely” and a laboratory accident “extremely unlikely.” The report dedicated only 4 of its 313 pages to the possibility of a laboratory scenario, much of it under a header entitled “conspiracy theories.” Multiple statements by one of the investigators lambasted any discussion of a laboratory origin as the work of dark conspiracy theorists. (Notably, that investigator — the only American selected to be on the team — has a pronounced conflict of interest.)

Given all this, it’s tough to give this WHO report much credibility. Its lack of objectivity and its failure to follow basic principles of scientific investigation are troubling. Fortunately, WHO’s director-general recognizes some of the shortcomings of the WHO effort and has called for a more robust investigation, as have the governments of the United States, 13 other countries and the European Union.

5. What’s key to an effective investigation of the virus’s origins?

Relman: A credible investigation should address all plausible scenarios in a deliberate manner, involve a wide variety of expertise and disciplines and follow the evidence. In order to critically evaluate other scientists’ conclusions, we must demand their original primary data and the exact methods they used — regardless of how we feel about the topic or about those whose conclusions we seek to assess. Prior assumptions or beliefs, in the absence of supporting evidence, must be set aside.

Investigators should not have any significant conflicts of interest in the outcome of the investigation, such as standing to gain or lose anything of value should the evidence point to any particular scenario.

There are myriad possible sources of valuable data and information, some of them still preserved and protected, that could make greater clarity about the origins feasible. For all of these forms of data and information, one needs proof of place and time of origin, and proof of provenance.

To understand the place and time of the first human cases, we need original records from clinical care facilities and public health institutions as well as archived clinical laboratory data and leftover clinical samples on which new analyses can be performed. One might expect to find samples of wildlife, records of animal die-offs and supply-chain documents.

Efforts to explore possible laboratory origins will require that all laboratories known to be working on coronaviruses, or collecting relevant animal or clinical samples, provide original records of experimental work, internal communications, all forms of data — especially all genetic-sequence data — and all viruses, both natural and recombinant. One might expect to find archived sequence databases and laboratory records.

Needless to say, the politicized nature of the origins issue will make a proper investigation very difficult to pull off. But this doesn’t mean that we shouldn’t try our best. Scientists are inquisitive, capable, clever, determined when motivated, and inclined to share their insights and findings. This should not be a finger-pointing exercise, nor an indictment of one country or an abdication of the important mission to discover biological threats in nature before they cause harm. Scientists are also committed to the pursuit of truth and knowledge. If we have the will, we can and will learn much more about where and how this pandemic arose.

The images of bare-chested, flag-waving MAGA loyalists overtaking the US Capitol flooded US social media and news channels in the days following the January 6 siege against the electoral college count. Memed and amplified, the same images circulated widely on Chinese social media and state-owned news sites without even the need for critical commentary.

The literal destruction of the US Capitol at the hands of President Donald Trump's followers required little imagination to characterize abroad as the downfall of American democracy.

There are many reasons for pessimism. According to one of the most authoritative indexes, Polity, the United States is no longer the world’s oldest continuous democracy, dropping in status to a system that is part democracy, part dictatorship.

Beyond the domestic concerns faced in the aftermath of the breach of one of America's most hallowed buildings, the Capitol siege was a win for China. US soft power, one of its comparative advantages in the great power competition, has taken a huge hit.

Soft power is “the ability to get what you want through persuasion or attraction in the forms of culture, values, and policies”.⁠ The US has been the primary beneficiary of soft power, with its globally recognized brands, pop culture, fast-food chains, world-renowned universities, and political values.

It is relatively low cost and high impact compared with other forms of power. The United States' relative attractiveness is one of the reasons America prevailed in the Cold War.

The Chinese government is having a propaganda field day. More than ever, the US looks like a country in decline, discouraging to allies and potential partners. Chinese commentators have noted that America's days as the "city on the hill" have come to an end. This is karma, some say, payback for the US supporting opposition groups, as in Hong Kong. As one netizen commented on the popular microblog website Weibo: "So lucky to be born in China."

Beijing has tried to leverage its comparative advantages to build soft power through pathways other than political values.

China has also been trying to increase its soft power through traditional mechanisms such as building its media, education, and tourism sectors. It has enjoyed only moderate success in these areas because of its censorship, pollution, and lack of independent civil society.

But COVID-19 has led to the strengthening of other Chinese public diplomacy efforts, such as its landmark Belt and Road Initiative global trade and investment scheme.

Related initiatives such as the Digital Silk Road, a program to build out global digital infrastructure using Chinese technology, and the Health Silk Road, a plan to export Chinese health expertise through things such as COVID-19 laboratories and vaccine diplomacy, draw on China's comparative advantage in a top-down soft power approach.

Meanwhile, the Trump administration has undermined the historical sources of US soft power. It has shuttered visa lines, investigated international students on campus, and driven the rise of a culture of nationalism. The cancellation of the Fulbright US Student Program and the Peace Corps program in China are prime examples. And the COVID-19 decreased US media production, educational exchange and tourism, which shrank opportunities for promoting its democratic values on the global stage.

A bird’s-eye view of America's relative soft power may seem to offer cause for optimism. Even after four years of Trump's buffoonery and "America First", the US is still far ahead of China, ranking fifth in overall soft power, while China ranks 24th. And isn’t this what matters in competition?

Yes and no. The problem is two-fold. First, the US relies more on its political values as a soft power source than Beijing does. Ironically, this has especially been the case during the Trump administration. National Security Adviser Robert O’Brien has argued that democracies and authoritarian countries such as China “are offering a different approach to the world”. Secretary of State Mike Pompeo has argued to international audiences that democracy is “what we’ve got right”.

Second, Beijing has tried to leverage its comparative advantages to build soft power through pathways other than political values, especially where a top-down government approach is effective. China set up COVID-19 testing labs in Palestine in agreement with Israeli and Palestinian authorities. It extended its hand in Africa by building more than 70 percent of its 4G infrastructure.

Depending on need, useful solutions can be as compelling as political principles.The future of the US as a world leader is at stake. American military base access worldwide depends on perceived political alignment between the US and its allies. In the tech sector, the widespread adoption of US platforms relies on other countries finding that benefits to allowing in foreign platforms outweigh the potential political risks.

Successful multilateral treaty negotiations on issues such as global trade and climate change rely on the perception of a dependable US political system.

Strengthening democracy at home and moving away from "America First" policies will go a long way in reconstructing the trust and relationships central to soft power. But the United States will always be seen as a country in which the election of Donald Trump to the presidency, and now the storming of the Capitol, were possible.

President-elect Joe Biden will soon learn that soft power, once lost, may be difficult to revive.
