North Korea's nuclear facility at Yongbyon, which had been "frozen" under international inspection since 1994, was reactivated this January for the production of plutonium. Just last week the North Koreans announced that they intended to use the resulting plutonium to make nuclear weapons, which only confirmed what we always believed.

If it keeps on its present course, North Korea will probably have six to eight nuclear weapons by the end of the year, will possibly have conducted a nuclear test and may have begun deployment of some of these weapons, targeted against Japan and South Korea. By next year, it could be in serial production of nuclear weapons, building perhaps five to 10 per year.

This is a nightmare scenario, but it is a reasonable extrapolation from what we know and from what the North Koreans have announced. The administration to this point has refused to negotiate with North Korea, instead calling on the countries in the region to deal with the problem. The strategy underlying this approach is not clear, but the consequences are all too clear. It has allowed the North in the past six months to move from canned fuel rods to plutonium and, in a few more months, to nuclear weapons. And the consequences could extend well beyond the region. Given North Korea's desperate economic condition, we should expect it to sell some of the products of its nuclear program, just as it did with its missile program. If that happens, a nuclear bomb could end up in an American city. The administration has suggested that it would interdict such transfers. But a nuclear bomb can be made with a sphere of plutonium the size of a soccer ball. It is wishful thinking to believe we could prevent a package that size from being smuggled out of North Korea.

How did we get into this mess?

For several decades North Korea has aspired to have nuclear weapons. During that period successive administrations have, through a combination of threats and inducements, curtailed their program but never their aspirations. In the late 1980s the first Bush administration saw the potential danger and persuaded the Soviet Union to pressure North Korea to join the nuclear Non-Proliferation Treaty and subject its nuclear facilities to international inspection. The North Koreans complied, but they stalled long enough to give them time to make and store enough plutonium for one or two nuclear bombs before the inspectors arrived.

Shortly after the Clinton administration took office, they tried again. As spent fuel was being taken from the nuclear reactor at Yongbyon, the North Koreans ejected the inspectors and began preparations for reprocessing. This would have given them enough plutonium for five or six additional nuclear bombs. President Clinton considered this sufficiently dangerous that he declared reprocessing a "red line." In response, I had the Joint Chiefs prepare a plan to use military force if necessary to prevent this outcome. When Kim Il Sung offered to negotiate the issue, Clinton responded that he would negotiate only if the North Koreans froze all activity at Yongbyon during the negotiation. In the end, military force was not necessary. The agreement that ended this crisis was far from perfect, but in its absence North Korea could today have 50 to 100 nuclear weapons.

But the North Koreans never gave up their desire for nuclear weapons. Even as they complied with the freeze at Yongbyon, they covertly started a second nuclear program at a different location. American intelligence discovered signs of this program and last fall confronted the North Koreans, who did not dispute the charge. The administration responded by stopping fuel oil deliveries called for under the old agreement, to which the North Koreans responded by reopening Yongbyon and racing to get nuclear weapons.

There are three basic approaches for dealing with this dangerous situation. The administration can continue to refuse to negotiate, "outsourcing" this problem to the concerned regional powers. This approach appears to be based on the hope that the regional powers will be able to prevail on North Korea to stop its nuclear program. But hope is not a strategy. If their hopes are not realized and North Korea continues on its present course, it will soon have a significant nuclear arsenal. And while the regional powers could play a role in resolving this crisis, they are unlikely to succeed in the absence of a clear American negotiating strategy in which they can participate.

A second alternative is to put economic pressure on North Korea and hope for "regime change." Or the United States could take military action to bring this change about. But while the regime may one day collapse, with or without economic pressure, there is no reason to believe that it will happen in time - the nuclear threat is imminent. Taking military action to force a timely regime change could result in a conflict comparable to the first Korean War, with casualties that would shock the world.

The third alternative is to undertake serious negotiations with the North Koreans to determine if there is a way to stop their nuclear program short of war. The administration is clearly reluctant to negotiate with the North Koreans, calling them loathsome and cheaters. It is easy to be sympathetic with this position; indeed, the only reason for considering negotiation with North Korea is that the other alternatives are so terrible. The administration, seeing the danger, has said that it "would not tolerate" a North Korean nuclear arsenal. The North Koreans responded to this declaration by accelerating their program. The conflict between our views and their actions is a formula for drifting into war. It is imperative that we stop that drift, and the only clear way of doing that is by negotiating.

Any negotiations with the North Koreans are likely to be difficult and protracted, so they should be predicated on a prior agreement that North Korea will freeze its nuclear activities during the negotiations. For negotiations to have a chance of success, they would need to have a positive dimension, making it clear to North Korea that forgoing nuclear weapons could lead it to a safe and positive future. But they would also need a negative or coercive dimension, both to induce North Korea to take the right path and to give us and our allies more credible options if diplomacy should fail. President Kennedy said it best: "We should never negotiate from fear, but we should never fear to negotiate."

The United Nations Secretariat--the main part of the UN bureaucracy directly under the Secretary-General--has arguably changed or been challenged more than any other part of the UN system in recent years, with more and more mandates and rising expectations. Though much attention has been given to the reform of the Security Council, and though Washington has made UN 'management reform' a core pillar of its UN policy since the Oil-for-Food scandal, the UN Secretariat has nevertheless proved singularly impervious to even the common sense suggestions for improvement. In many ways, there is a greater gap today than at any time in the past between what the Secretariat does, what it's meant to do, and the capacity it has. Why has improvement been so difficult and what have been the recurrent mistakes of UN reform efforts? With the election of a new Secretary-General due in late 2006, can we think about the UN bureaucracy in a different and more practical way?

Thant Myint-U is a visiting senior fellow at the International Peace Academy. He is also a senior advisor to the Conflict Prevention and Peace Forum at the Social Science Research Council and a Fellow of the Cambridge University Centre for History and Economics.

From 2000-2006 he worked in the United Nations Secretariat, first for the Office for the Coordination of Humanitarian Affairs (OCHA) and then for the Department of Political Affairs (DPA). From 2004-5 he was Chief of DPA's Policy Planning Unit of the Department of Political and in 2005-6 he was a Senior Political Officer in the Executive Office of the Secretary-General. In 2004 he was also a member of the Secretariat of the Secretary-General's High Level Panel on Threats, Challenges and Change.

Thant Myint-U has also served on three United Nations peacekeeping operations, with UNTAC in Cambodia in 1992-3 and with UNPROFOR and UNMIBH in the former Yugoslavia from 1994-6. In 1994 he was the UN's senior spokesman in Sarajavo.

From 1994-1999 Thant Myint-U was a fellow of Trinity College Cambridge, where he researched and taught Asian and British imperial history. He received his bachelor's degree from Harvard University in 1988, his master's degree in international relations from the Johns Hopkins School of Advanced International Studies in 1992 and his PhD in history from Cambridge University in 1996.

He is the author of several published and broadcast works, including two books: The Making of Modern Burma (Cambridge University Press, 2000) and The River of Lost Footsteps: Remembering Burma's Past (Farrar, Strauss and Giroux, 2006 forthcoming).

Is civil war likely to break out in Iraq? It already has, according to CISAC's James D. Fearon, a political science professor who studies recent civil wars. Fearon is among four experts Time asked to comment on the current violence in Iraq.

In looking at the brewing civil war between the two groups in Iraq, it's easy to assume that the cause is ancient hatred. Nothing could be further from the truth. For the overwhelming majority of Iraqi history, Sunnis and Shi'ites have lived peacefully side by side, and numerous Iraqis are the children of mixed marriages. Instead we are witnessing in Iraq what occurs when government collapses and there is no state around capable of guaranteeing personal security.

What do you do when your family is in peril and you cannot turn to the government for protection? The answer is that you will take security wherever you can get it. You need to find some group that will be capable of keeping you safe, and that group had better be one that can count on your loyalty just as you can count on its protection. If you are a member of my ethnic, racial or religious group, then we share at least some basic bond, which may be enough to ensure our loyalty to one another. I need some assurance that you will have my back, and identity is better than nothing.

Sunnis and Shi'ites may find themselves joining militias or supporting denomination-based political parties even if they are not particularly pious and would much prefer not to. Something similar happened in the former Yugoslavia when its government collapsed with the fall of communism and nothing replaced it. Ethnic activists - call them identity entrepreneurs - will always form the core of the new militia. These radicals will emphasize symbols, like al-Askari mosque that was blown up last week in Iraq, and hope that followers will react by strengthening their commitments to the group itself.

Is it possible to break the cycle of violence that gets under way when identity groups move toward civil war? One answer is for an outside force to impose a solution. The killing did not stop in Bosnia or Kosovo until Western powers showed they were willing to bomb. But this approach is not viable in Iraq, where U.S. bombs came first and civil strife has followed. Instead the only way out of the violence is for Iraqis to realize that they have more to gain by negotiating a settlement between their groups than they do by allowing a full-blown brothers' war to break out.

What lies at the heart of the sectarian violence in Iraq is not so much religious dispute as it is a very secular competition for power and prominence in the new Iraq. Iraq is not all that different from Northern Ireland or Bosnia, where religion paraded as ethnicity and became a vehicle for communal rivalries. In the vacuum of power left by the fall of Saddam Hussein, the game of numbers has favored Shi'as, who are 60% of the population. It is for this reason that they wholeheartedly embraced democracy. Disgruntled Sunnis, on the other hand, vested their fortunes in boycott and violence, hoping that as spoilers, they would gain leverage in negotiating over the future.

Few in the West recognized the depth of either the Shi'a anger at the Saddam regime or the Sunni rage born of loss of power. There is a strong sense of Iraqi identity among both Shi'as and Sunnis, but as strong allegiance to sect and ethnicity in every election has shown, a shared notion of what Iraqi identity means and how each community sees the future of Iraq is fast disappearing. As happened in Bosnia, in Iraq mixed marriages and shared memory of coexistence will not be enough to stop internecine violence.

Shi'as embraced the political process that the U.S. set in place in 2003 in the hope that it would guarantee their security and serve their interests. There is indication now that many Shi'as are having second thoughts. Already overstretched in facing the Sunni insurgency, the U.S. can hardly afford losing the Shi'a as well. If tensions escalate to a full-blown civil war, Iran, Saudi Arabia, Jordan and Syria may all join the war to protect their co-sectarians and to scramble for pieces of a failed Iraq.

Pulling Iraq back from the brink will be difficult. Building a strong central government and an effective security force will help. The challenge is to get them up and running before events on the ground pass a point of no return.

By any reasonable definition, there has been a civil war in progress in Iraq at least since the Coalition Provisional Authority formally handed over authority to the Iraqis in 2004. A civil war is a violent conflict within a country fought between organized groups seeking to compel a major change in government policies or to take control of the center or a region. The insurgents in Iraq target the U.S. military, but they are also fighting against the Shi'ite-dominated Iraqi government and killing large numbers of Iraqis. There is little reason to think that if the U.S. suddenly withdrew, the insurgents would not continue to fight to control or shape the government.

When we hear talk about incipient civil war in Iraq, the fear is of an escalation of the current insurgency into a much bigger war. Analysts may have in mind something like the U.S. Civil War, with Sunni and Shi'ite armies fighting each other across well-defined fronts. Or they may imagine a sudden spasm of massive communal conflict and ethnic cleansing along the lines of Bosnia or Rwanda. Neither scenario is all that likely, although bouts of violent ethnic cleansing are certainly possible in a few parts of the country, especially Kirkuk.

My guess would be that as the insurgency continues to create insecurity, sectarian militias will continue to grow in power and influence. They will increasingly supply local security, but in the form of protection rackets that extort as they protect. They will clash with each other over territory and control of revenue sources. Since the Sunnis remain highly disorganized, some of these local fights may initially be intra-Shi'ite. But in the absence of effective political incorporation and protection from national police and army units - which are heavily infiltrated by Shi'ite militias - Sunnis will gradually form a patchwork of militias. Neighborhood-by-neighborhood conflict and violence will increase. Think Lebanon.

If you look at the ethnic conflicts and street demonstrations during Iraq's modern history, it is remarkable how few have involved Shi'ites fighting Sunnis. During the colonial era, Iraqis were united by their opposition to the British occupation. Sunni and Shi'ite tribes cooperated in rebelling against British rule, and were only put down with a bombing campaign in 1920 that killed 9,000. In 1941 mobs targeted Iraq's small Jewish population; Jews had been a valued part of the Iraqi national fabric but were accused, unfairly, of being pro-colonial. After World War II, much of the violence in Iraq was fueled by issues of class. In 1948 slum dwellers and railway and oil workers revolted against a government treaty with Britain. In 1959, Arab nationalists assassinated Communist Party members, while mobs in Mosul and Kirkuk attacked and killed rich businessmen and landowners.

Iraqi Muslims have not all along been severely divided by religious sect. There have been many instances of strong cooperation between Sunnis and Shi'ites. Other social divides have led to mob violence in the past, but Iraqis have overcome them to re-establish national unity. It remains to be seen whether they can accomplish this feat again.

National security and global climate change are key motivations for seriously examining strategies for sustainable energy independence. We currently import more than 60% of our oil -- soon to be 70% -- from sources that are either unfriendly or unstable. We are also importing a substantial and increasing amount of natural gas from outside of North America.

The effectiveness of recent widespread supply abuses provides evidence of the fragility of the US economy to interruption of that energy supply stream for whatever end. This vulnerability and the mounting evidence of greenhouse gas induced climate change demand a fundamental change in US energy policies and behavior.

This paper draws on data presented at a National Academy of Engineering meeting last June and other sources to examine the options proposed and endeavors to separate the signal from the considerable noise associated with the subject. I propose a set of solutions that appear readily achievable to eliminate all dependency on imported oil and gas. The seminar provides an opportunity to get some expert feedback and discussion of the policy changes involved.

In the days after 9/11, there was a widespread sentiment that suicidal terrorist attacks were irrational acts well beyond the bounds of quantitative risk assessment. Since then, terrorism risk models have been developed which are based on certain key theoretical principles that are validated by observational terrorism experience. These principles will be elaborated, and illustrated with examples from conflicts around the world.

Gordon Woo is a catastrophist, specializing on mathematical aspects of catastrophe risk modelling. He has developed a quantitative framework for modelling terrorism risk applied e. g. on the Olympic Games 2004 and the 2006 World Cup in Germany. Prior to this, his main focus has been on natural and environmental hazards. He has twenty years of practical experience in consulting for commercial, industrial and government organizations on major public risk issues varying from the disposal of radioactive waste, to oil pollution, flight safety, to earthquake, windstorm and flood protection.

Dr. Woo graduated as the top mathematician of his year at Cambridge University. He completed his PhD in theoretical physics as a Kennedy Scholar at M.I.T., after which he was elected a Junior Fellow of the Harvard University Society of Fellows. His work has been featured in the Wall Street Journal and Newsweek. In July 2004, he was named by Risk & Treasury Magazine as one of the 100 most influential people in finance.

Paul Collier and Anke Hoeffler at Oxford University have reported that countries with a higher percentage of national income from primary commodity exports have been more prone to civil war, an interesting finding that has received much attention from policy makers and the media. In this paper, James Fearon shows that this result is quite fragile, even using Collier and Hoeffler's data. Minor changes in the sample framing and the recovery of missing data undermine it. To the extent that there is an association, it is likely because oil is a major component of primary commodity exports and substantial oil production does associate with civil war risk. Fearon argues that oil predicts civil war risk not because it provides an easy source of rebel start-up finance but probably because oil producers have relatively low state capabilities given their level of per capita income and because oil makes state or regional control a tempting "prize." An analysis of data on government observance of contracts and investor-perceived expropriation risk is consistent with this hypothesis.

We describe VEGA, a system for analyzing the vulnerability of an electric power grid to physical attacks by terrorists, and for planning mitigation efforts. VEGA (Vulnerability of Electric Grids Analyzer) consists of a bilevel optimization model and solution algorithm, a graphical user interface and a database. The optimization model implements a Stackelberg game in which (a) a group of terrorists attacks components of a power grid ("the system") so as to maximize the amount of load that must be shed (demand for power that goes unmet), and (b) the system operator minimizes that maximum by controlling the degraded system as best possible. We illustrate the basic model using realistic data and show how it can guide a system-upgrade plan to reduce vulnerability.

Actually, we at NPS are using similar techniques to study the vulnerability to attack of a variety of infrastructure systems. This talk will discuss the common approach, and provide two examples: (a) Finding "weak spots" in the Saudi Arabian crude-oil pipeline system and (b) protecting the Washington, DC subway system from a chemical or biological attack.

Dr. Kevin Wood is professor of operations research at the Naval Postgraduate School. At NPS since 1982, he has taught courses in networks and optimization and has published research on network reliability, mathematical programming and its applications, and on interdiction. His 1993 paper "Deterministic Network Interdiction" spurred renewed interest in applying analytical techniques to network and system interdiction, and has led to a series of papers on these topics, by him and by others. He is currently applying the methodology to critical infrastructure protection in general, and electric power grids in particular: Professor Wood has long-term research support from the Office of Naval Research as well as the Air Force of Scientific Research, and has been a visiting professor at Stanford University, the National Security Agency and the University of Auckland.

While the improving U.S. economy remains the engine of growth for the world economy, an underlying trend involving "huge imbalances and risks" should be cause for serious alarm, Paul Volcker warned Feb. 11 during a speech on campus. Americans have virtually no savings, the former chairman of the Federal Reserve said, and the nation is consuming more than it is producing. Furthermore, Social Security and Medicare are threatened by the retirement of millions of baby boomers and skyrocketing health care costs. More broadly, he continued, the world economy is lopsided.

"Altogether, the circumstances seem as dangerous and intractable as I can remember," Volcker said during a keynote address at the second annual summit of the Stanford Institute for Economic Policy Research. "But no one is willing to understand [this] and do anything about it."

Volcker spoke at the end of a daylong conference that attracted about 450 corporate leaders, entrepreneurs, policymakers and academics. The event included discussions on the stability of the global economy, the U.S. economic outlook and the role of the Internet in helping to level the competitive playing field worldwide. The conference also featured sessions on outsourcing, Medicaid and Medicare, technology policy and the Sarbanes-Oxley Act, which was implemented in 2002 to restore investor confidence in corporate America following a series of bankruptcies and far-reaching accounting scandals.

During a morning session, William J. Perry, a former secretary of defense and a senior fellow at the Stanford Institute for International Studies, gave a chillingly stark assessment of the crisis of terrorism that was reinforced by George Shultz, a former secretary of state.

"I fear that we're headed toward an unprecedented catastrophe where a nuclear bomb is detonated in an American city," Perry said. "The bomb will not come in a missile at the hands of a hostile nation. It will come in a truck or a freighter at the hands of a terror group."

Perry, who holds the Michael and Barbara Berberian Professorship, said the "awesome military capability" of the United States has had unintended consequences in that it has increased the incentive for a hostile power, unable to compete in conventional warfare, to acquire weapons of mass destruction and launch terror attacks against America. U.S. military superiority is not particularly effective against such tactics, he said. "There exist terror groups, of which al Qaeda is the most prominent, that have the mission, the intent to kill Americans," Perry said. "They have the capability to do so; they have the resources to do so." A truly nightmare scenario would involve a terror group using nuclear weapons acquired clandestinely, he said: "After 9/11 that threat seems all too real."

Such a catastrophe is preventable, but the United States is not taking the necessary measures to avert it, Perry warned. Important steps should include a major expansion of the Nunn-Lugar Cooperative Threat Reduction Program with the support the G-8 group of industrialized nations. The program was created in 1991 to reduce the threat posed by the legacy of the Soviet nuclear arsenal and succeeded in dismantling and destroying weapons in Kazakhstan, Ukraine and Belarus. Furthermore, Perry said, a clear strategy of "coercive diplomacy" should be used against North Korea and Iran, followed by a major diplomatic initiative to convince other nuclear powers that the threats posed by terrorists are real and not just directed at Americans. "While America must show real leadership in dealing with this problem, [it] cannot deal with it alone," he said.

Shultz, the Thomas W. and Susan B. Ford Distinguished Fellow at the Hoover Institution, said the United States faces a huge problem in combating Islamic radicals intent on using terror to achieve their goals. "Eventually, what they want is to change the way the world works by creating a unified Islamic theocratic state," he said. "It's a worldwide agenda."

Shultz argued that the United States must help supporters of mainstream Islam understand the fundamental nature of the problem so they will take action against the radicals themselves.

"That's why Iraq is of such overwhelming importance," he said. "Here we have a country in the heart of the Middle East where there is a chance. If Iraq can emerge as a sensibly governed country--that's a gigantic event in the Middle East and in this war on terror. Our enemies recognize that just as well as we do, and that's why we're having so many problems."

Other measures that Shultz said should receive greater support include efforts to set up independent media in countries such as Iraq, as well as a revival and expansion of the U.S. diplomatic service, which he said was allowed to atrophy after the end of the Cold War. "We have developed an awesome military capability," he said. "We need a diplomatic capability that is as every bit as good." Shultz also stressed the need to reduce U.S. dependence on foreign oil. "We are out of our cotton-picking minds not to be doing much, much more to figure out how to use much, much less oil," he said to applause from the audience.

In the afternoon, Thomas Friedman, a columnist at the New York Times, also called for greater efforts to develop alternative energy supplies. This should be the "moon shot of our generation," he said.

Friedman discussed how the convergence of personal computers, cheap telecommunication and workflow software has changed the way the world works. In his upcoming book, The World Is Flat: A Brief History of the 21st Century, Friedman explained that the world has shrunk to the point where individuals, not countries or companies, are increasingly able to think and act globally. "And it's not just a bunch of white Westerners," he said. "It's going to be driven by individuals of every color of the rainbow."

Friedman told the audience that these technological advances quietly unfolded just as the 9/11 terror attacks, the Enron collapse and the dot-com bust grabbed America's attention. "People thought globalization was over but actually it turbo-charged globalization; it drove it overseas," he said. "9/11 completely distracted our administration, and then there was Enron. We have hit a fundamentally transformative moment and no one is talking."

In this new scenario, people anywhere in the world will be able to "innovate and not emigrate" if they have the required skills, Friedman said. This means that engineers in India and China will be able to compete on a level playing field with people in this country. "When the world goes flat, everything changes," he said.

To address this challenge, Friedman said the United States must radically improve science, mathematics and engineering education and encourage young people to enter these fields. "We're not doing that," he said. "In the next two years, five years, it won't matter. In 15 years, which is the time it takes to build an engineer, it will matter. We will not be able to sustain our standard of living."

Dr. M. Elisabeth Paté-Cornell was born in Dakar, Senegal. Her academic degrees are in mathematics and physics (BS, Marseilles, France, 1968), applied mathematics and computer science (MS and Engineer Degree, Institut Polytechnique de Grenoble, France, 1970; 1971), operations research (MS, Stanford, 1972), and engineering-economic systems (Stanford, PhD, 1978). She was an Assistant Professor of Civil Engineering at MIT (1978 to 1981). In 1981, she joined the Stanford Department of Industrial Engineering and Engineering Management, where she became Professor (1991), then Chair (1997). In 1999, she was named the Burt and Deedee McMurtry Professor in the Stanford School of Engineering. She oversaw from 1999, the merger of two Stanford departments to form a new department of Management Science and Engineering, which she chaired from January 2000 to June 2011. She is a Senior Fellow (by courtesy) of the Stanford Freeman Spogli Institute for International Studies. She joined CISAC as an affiliated faculty member in September 2011.

She was elected to the National Academy of Engineering in 1995, to its Council (2001-2007), and to the French Académie des Technologies (2003). She was a member of the President’s Intelligence Advisory Board (2001-2004; 2006-2008). Her current memberships include the Boards of Trustees of the Aerospace Corp. (2004-), of InQtel (2006-) and of Draper Corporation (2009-). She is a member of the Board of Advisors of the Naval Postgraduate School, which she chaired from 2004 to 2006.

She is a world leader in engineering risk analysis and management and more generally, the use of Bayesian probability to process incomplete information. Her research and that of her Engineering Risk Research Group at Stanford have focused on the inclusion of technical and management factors in probabilistic risk analysis models with applications to the NASA shuttle tiles, offshore oil platforms and medical systems. Since 2001, she has combined risk analysis and game analysis to assess intelligence information and risks of terrorist attacks.

She is past president (1995)/fellow of the Society for Risk Analysis, and fellow of the Institute for Operations Research and Management Science. She has been a consultant to many industrial firms and government organizations. She has authored or co-authored more than a hundred papers in refereed journals and conference proceedings. She has received several best-paper awards from professional organizations and peer-reviewed journals.
