Stanford political science Professor Michael McFaul has been tapped by President Barack Obama to serve as special assistant to the president for National Security Affairs and senior director for Russian and Eurasian affairs at the National Security Council.

McFaul, who has been deputy director of Stanford's Freeman Spogli Institute for International Studies and director of its Center on Democracy, Development and the Rule of Law, was a senior adviser on Russia and Eurasia during Obama's campaign, and he continued to advise on foreign policy issues during the transition. He now joins the National Security Council headed by retired Marine Gen. James L. Jones.

"President-elect Obama was fortunate to have the benefit of Mike's counsel on a range of vital issues during the campaign—including dealing with a resurgent Russia," said Freeman Spogli Institute Director Coit D. Blacker, the Olivier Nomellini Professor in International Studies. "Now, from the White House, the president can call on Mike's expertise and experience in the region to build more constructive relationships with Russia, Eurasia and our allies across a broad strategic front."

McFaul is an expert on U.S. foreign policy, U.S.-Russian relations, political and economic reform in the post-communist world and democracy promotion. He is the author and editor of numerous books, including Revolution in Orange: The Origins of Ukraine's Democratic Breakthrough, which he co-edited with Anders Aslund; Between Dictatorship and Democracy: Russian Postcommunist Political Reform, which he wrote with Nikolai Petrov and Andrei Ryabov; and After the Collapse of Communism: Comparative Lessons of Transitions, which he edited with Kathryn Stoner-Weiss, a senior research scholar at the Center on Democracy, Development and the Rule of Law.

McFaul is a non-resident senior associate of the Carnegie Endowment for International Peace. He serves on the editorial boards of Current History, Journal of Democracy, Demokratizatsiya, Perspectives on European Politics and Society, Post Soviet Affairs and the Washington Quarterly. He has served as a consultant for numerous companies and government agencies and has testified before Congress on U.S.-Russian relations.

McFaul, the Peter and Helen Bing Senior Fellow at the Hoover Institution, is a frequent commentator on international politics and American foreign policy in the national and international media. He has appeared on all major television and radio networks, and his opinion pieces have appeared in the New York Times, Washington Post, Wall Street Journal, Los Angeles Times, New Republic, International Herald Tribune and Moscow Times.

McFaul earned bachelor's degrees in international relations and Slavic languages and literatures and a master's degree in Russian and East European studies from Stanford in 1986. He was awarded a Rhodes Scholarship and completed a doctorate in international relations at Oxford in 1991.

Alexander Montgomery, a visiting assistant professor in 2008-09, was a postdoctoral fellow at CISAC in 2005-2006 and is an assistant professor of political science at Reed College. He has published articles on dismantling proliferation networks and on the effects of social networks of international organizations on interstate conflict. His research interests include political organizations, social networks, weapons of mass disruption and destruction, social studies of technology, and interstate social relations. His current book project is on post-Cold War U.S. counterproliferation policy, evaluating the efficacy of policies towards North Korea, Iran, and proliferation networks.

He has been a joint International Security Program/Managing the Atom Project Research Fellow at the Belfer Center for Science and International Affairs in the Kennedy School of Government at Harvard University. He has also worked as a research associate in high energy physics on the BaBar experiment at Lawrence Berkeley National Laboratory and as a graduate research assistant at the Center for International Security Affairs at Los Alamos National Laboratory. He has a BA in physics from the University of Chicago, an MA in energy and resources from the University of California, Berkeley, and an MA in sociology and a PhD in political science from Stanford University.

Emilie Hafner-Burton is an Assistant Professor of Public Policy and Politics at Princeton University and an affiliate at CISAC, as well as a visiting fellow at Stanford Law School. Formerly she was a predoctoral fellow at CISAC and an associated fellow at the Center on Democracy, Development, and the Rule of Law. She was at Oxford University as a Postdoctoral Research Prize Fellow, Nuffield College, and Senior Associate, Global Economic Governance Programme. She writes and teaches on international organization, international political economy, the global governance of gender, social network analysis, design and selection of international regimes, international human rights law and policy, war and economic sanctions, non-proliferation policy, and quantitative and qualitative research design. Her dissertation, Globalizing Human Rights? How Preferential Trade Agreements Shape Government Repression, 1972-2000, won the American Political Science Association Helen Dwight Reid Award for Best Dissertation in International Relations, Law and Politics for 2004-2005, as well as the Best Dissertation in Human Rights Prize for 2003-2004. Her articles are published or forthcoming in International Organization, American Journal of Sociology, Journal of Conflict Resolution, Feminist Legal Studies, European Journal of International Relations, Journal of European Public Policy, and Journal of Peace Research. Walter W. Powell is Professor of Education and (by courtesy) Sociology, Organizational Behavior, Management Science and Engineering, and Communication at Stanford University. He is also an external faculty member at the Santa Fe Institute. He is co-director of the Stanford Center on Philanthropy and Civil Society. He joined the Stanford faculty in July 1999, after previously teaching at the University of Arizona, MIT, and Yale. He has been a fellow at the Center for Advanced Study in the Behavioral Sciences three times, and a visiting fellow at the Institute for Advanced Studies in Vienna twice. Powell has received honorary degrees from Uppsala University, the Helsinki School of Economics, and Copenhagen Business School, and is a foreign member of the Swedish Royal Academy of Sciences. He is a U.S. editor for Research Policy, and has been a member of the board of directors of the Social Science Research Council since 2000.

The ongoing crisis in Georgia has catapulted relations with Russia to a top place on the foreign-policy agenda. It has presented the United States-and the West more generally-with important policy decisions, and it has brought to a head a debate that has been taking place for many years about how to deal with Russia. One side in that debate believes that post-Communist Russia has taken the wrong path of development and should therefore be isolated and punished; the other advocates a continuing search for cooperation with Russia on a range of important issues such as nuclear disarmament, global warming, energy, and Iran's nuclear ambitions. The crisis in Georgia has clearly strengthened those who want to isolate Russia; it is not so clear, however, that that would be a wise policy.

It now seems unlikely that anyone will benefit from the war in Georgia. Georgia has been humiliated and its prospects for economic and political development have been seriously set back. Russia has acted brutally as a great power bullying a small neighbor, and its relations with other states will suffer as a result (the speedy signing of the U.S.-Polish agreement on missile defense is an indication of that). The strong rhetoric coming from Washington cannot hide the U.S. failure to prevent Russia's intervention in Georgia and its inability to come directly to the aid of a state that looks to it for support.

The Georgian crisis requires a reassessment of U.S. policy toward Russia. To put that in context, consider the enormous upheaval Russia has gone through in the past twenty years. The Soviet Union was dissolved at the end of 1991, creating fifteen new states where previously there had been one. This geopolitical transformation, which took place with far less loss of life than many feared, was for Russians a severe blow to their sense of national pride, and it left some simmering disputes, especially in the Caucasus, not only in Georgia but also within Russia (Chechnya), as well as in neighboring Armenia and Azerbaijan.

At home, too, Russia has been transformed. The 1990s were a period of political freedom in Russia, but they also brought economic collapse and social turmoil, with widespread deprivation and great anxiety about the future. When the former KGB officer Vladimir Putin succeeded Boris Yeltsin as president in 2000, he adopted the goal of restoring the power of the Russian state. He tamed the oligarchs and increased state control over the economy. He also curbed the mass media and repressed political opposition. Russia today is far from being the democracy that many people hoped for ten or fifteen years ago, but it is also far from being a reincarnation of the Soviet Union. It now has a capitalist economy, and there is much greater freedom than in Soviet times.

Putin has been a popular leader, thanks in large measure to the economic turnaround that has taken place since he became president. The economy has grown steadily, at rates of 6-7 percent a year, and much of the population has benefited-even if the benefits have been very unequally distributed. The rising price of oil helps to account for this growth, but economic reforms put in place by Yeltsin and Putin have played their role too. Economic growth has allowed Russia to reassert its regional interests and its status as a great power.

Many Americans have been greatly disappointed by Russia's development over the past twenty years: Why, they ask, has Russia not become a democratic state? And why has it become so antagonistic to the United States-opposing the deployment of missile defenses in Europe, for example, and now sending its troops into Georgia?

Russians, too, are disillusioned by recent history, but for different reasons. Many Russians are willing to give Putin some credit not only for raising living standards but also for introducing a degree of stability into political life. According to the same polls, however, they are also profoundly unhappy about the level of corruption, the arbitrary behavior of law-enforcement agencies, and the failure of the government to provide services in an efficient and effective manner.

Russians' disillusionment springs also from a sense that they have not been treated fairly by the rest of the world. The current Russian leadership feels, rightly or wrongly, that Russia's interests have been ignored by the United States for the past fifteen years, and that feeling appears to be widely shared by the Russian public. There is a standard litany of complaints about the way in which the West is said to have taken advantage of Russia's weakness: NATO enlargement; NATO intervention in Kosovo and the recognition of Kosovo's independence; U.S. withdrawal from the ABM Treaty; support for the "color" revolutions in Georgia (Rose) and Ukraine (Orange). Russian leaders see this as geopolitical encirclement by countries that speak of partnership but ignore Russia's interests.

Early last year Putin launched a harsh attack on American policy for failing to take Russia's interests into account. His goal was to recalibrate the U.S.-Russian relationship in a way that would give Russia a greater voice in international politics. Russia's improved economic performance, as well as U.S. difficulties in Iraq, made it seem an opportune time for Russia to return to what it regards as its proper place in the world.

This is the context in which Russia has acted in Georgia. It has made it perfectly clear for some time that it did not want to see Georgia join NATO. After the recognition of Kosovo's independence early this year, Russia stepped up its control over the breakaway provinces of South Ossetia and Abkhazia. Georgia President Mikheil Saakashvili's reckless decision to use military force to try to seize Tskhinvali, the capital of South Ossetia, gave Russia the pretext to introduce more troops into Georgia (in addition to those it already had in South Ossetia and Abkhazia).

If Russia had not responded with military force, its claims to a more assertive role in international politics would have lost credibility. But Russia has not only expelled Georgian troops from South Ossetia; it has also sent its forces into the rest of Georgia to destroy Georgia's war-making potential. This has led to widespreaed uncertainty about Russia's ultimate goals in Georgia, and indeed in the former Soviet Union more generally.

For all its recent assertiveness, Russia is weak internally and restricted in its options abroad. Its domestic problems are severe: its economy is too dependent on the energy sector; the inadequate health system needs to be rebuilt; failing infrastructure requires heavy investment; the population is declining rapidly as a result of the low birth rate and low life expectancy. The list of domestic problems is long and impressive, and the political class knows that Russia needs to deal with them if it is to secure its status as a great power. Russia today is not the Soviet Union, either ideologically or in terms of military strength, but it does retain the capacity to create difficulties by mobilizing Russian minorities living outside Russia or by manipulating oil and gas supplies to U.S. allies.

In dealing with the aftermath of the Georgian crisis, the United States should pursue three goals. The first is to help Georgia recover economically and politically from the war and also to play whatever role it can in creating conditions that will allow Georgia to become a stable and prosperous democracy. That will inevitably involve working through international organizations such as the Organization for Security and Co-operation in Europe (OSCE) and the European Union to try to resolve the complex conflicts that exist in the Caucasus. It will also involve engaging with Russia, which has interests of its own as well as a powerful position in the region.

The second is to provide reassurance to other former Soviet republics and satellites (the Baltic states and Poland, for example) that their position as independent states is secure. That is most easily done for those states that are already members of the European Union and of NATO. The most delicate case is that of Ukraine. A secure and prosperous Ukraine is extremely important for the West (as well as for Ukrainians of course), but Russia may have some leverage there through the large Russian-speaking population in the eastern part of the country. The West should focus on the economic and political integration of Ukraine into Europe rather than on its admission to NATO.

The third is to seek cooperation with Russia in such areas as the reduction of nuclear weapons, curbing the rise of Iranian power and influence, defeating the Taliban in Afghanistan, and tackling the issues of energy supply and global warming. These three goals may appear to be in tension, but they are to some degree complementary. A deep antagonism between the United States and Russia is not likely to further American interests; nor is it likely to help either Georgia or Ukraine.

Mariano-Florentino Cuéllar (speaker), with a PhD in political science from Stanford as well as a law degree from Yale, focuses his scholarship on how organizations cope with the legal responsibility for managing complex criminal justice, regulatory, and international security problems. He has published the leading academic paper on the operation of federal money laundering laws, and one of the most exhaustive empirical case studies of public participation in regulatory rulemaking proceedings. Recent projects address the role of criminal enforcement in managing transnational threats, the physical safety of refugee communities in the developing world, legislative and budgetary dynamics affecting the federal Department of Homeland Security, and the impact of bureaucratic structure on how institutions implement legal mandates. Professor Cuéllar is an affiliated faculty member at the Stanford Center for International Security and Cooperation, and a member of the Executive Committee for the Stanford International Initiative. Before joining the Stanford Law School faculty in 2001, he served as senior advisor to the U.S. Treasury Department's Under Secretary for Enforcement and clerked for Chief Judge Mary M. Schroeder of the U.S. Court of Appeals for the Ninth Circuit.

David M. Kennedy (discussant) is the Donald J. McLachlan Professor of History at Stanford University and winner of the 2000 Pulitzer Prize for his book, Freedom from Fear: The American People in Depression and War. Reflecting his interdisciplinary training in American Studies, which combined the fields of history, literature, and economics, Kennedy's scholarship is notable for its integration of economic and cultural analysis with social and political history. His 1970 book, Birth Control in America: The Career of Margaret Sanger, embraced the medical, legal, political, and religious dimensions of the subject and helped to pioneer the emerging field of women's history. One of his later books, Over Here: The First World War and American Society (1980), used the history of American involvement in World War I to analyze the American political system, economy, and culture in the early twentieth century. He is a graduate of Stanford University (BA, history) and Yale University (MA, PhD, American studies).

Visiting Scholar (Iraq) 2007-2008

Huda Ahmed is an Iraqi journalist. She had a joint fellowship for the 2007-2008 academic year at CISAC and CDDRL. In 2006-2007 she held the Elizabeth Neuffer Fellowship, sponsored by the International Women's Media Foundation, at Massachusetts Institute of Technology.

 

Ahmed's interests include international relations, ethnic politics and peace, democracy and religion of the West versus the East, and human rights reporting. She is interested in exploring current issues in Iraq related to politics, the status of democracy conflicts, violence, and the impact of war on Iraq.

Prior to her studies in the United States, Ahmed was a reporter for McClatchy Newspapers (formerly Knight Ridder Newspapers) in Baghdad. Beginning in July 2004, she assisted in coverage and translation for a wide range of breaking news and feature stories including the bloody siege of Najaf, Iraq's historic elections, and corruption in the new Iraqi security forces.

She was recognized by Knight Ridder's Washington bureau for extraordinary bravery in covering combat during the siege of Najaf in Southern Iraq.

Ahmed served as a reporter and translator for The Washington Post in Baghdad, where she assisted in covering the search for weapons of mass destruction, looting after the fall of Saddam Hussein's regime, the secret massacre of students during Hussein's reign, and the abuse of women in the Islamic world among other stories.

Her journalism career began in 1992 when she served as a translator for The Daily Baghdad Observer and Al Jumhurriya Daily, in Baghdad. Earlier in her career, she worked as a translator and a high school teacher in U.A.E, Tunisia, and Libya.

Ahmed, along with 5 other Iraqi journalists from McClatchy's Baghdad bureau, received the Courage in Journalism Award for 2007 from the International Women's Media Foundation.

Eileen Chamberlain Donahoe (speaker) is a visiting scholar at CISAC. Her PhD dissertation, entitled "Humanitarian Military Intervention: the Moral Imperative Versus the Rule of Law," focused on conflicting ethical and legal justifications for humanitarian military intervention. In an earlier publication, The Promise of Law for the Post-Mao Leadership in China, she examined the prospects for the development of the rule of law in China. Future projects will address the rule of law with respect to norms on use of force.

Donahoe earned her PhD in ethics and social theory from the Graduate Theological Union at the University of California Berkeley. She holds a JD from Stanford law school and an MA in East Asian studies from Stanford. She also earned an MA in theological studies from Harvard and spent a year studying Mandarin at Nankai University in Tianjin. After law school, Donahoe clerked for the Hon. William H. Orrick of the United States Federal District Court for the Northern District of California. She served as a teaching fellow at Stanford Law School and practiced high-tech litigation at Fenwick & West in Palo Alto, CA. She is a member of the California Bar.

Laura Donohue (respondent) is a fellow at CISAC and at Stanford Law School's Center for Constitutional Law. Donohue's research focuses on national security and counterterrorist law in the United States, United Kingdom, Republic of Ireland, Israel, and the Republic of Turkey. Prior to Stanford, Donohue was a fellow at Harvard University's John F. Kennedy School of Government, where she served on the Executive Session for Domestic Preparedness and the International Security Program. In 2001 the Carnegie Corporation named her to its Scholars Program, funding the project, "Security and Freedom in the Face of Terrorism." At Stanford, Donohue directed a project for the United States Departments of Justice and State and, later, Homeland Security, on mass-casualty terrorist incidents. She has written numerous articles on counterterrorism in liberal, democratic states. Author of Counter-terrorist Law and Emergency Powers in the United Kingdom 1922-2000, she is completing a manuscript for Cambridge University Press analyzing the impact of British and American counterterrorist law on life, liberty, property, privacy, and free speech. Donohue obtained her AB (with honors, in philosophy) from Dartmouth College, her MA (with distinction, in war and peace studies) from University of Ulster, Northern Ireland, and her PhD in history from the University of Cambridge. She received her JD from Stanford Law School.

Starting next fall, Stanford's 25-year-old International Policy Studies (IPS) master's program will double in length and expand its interdisciplinary scope to train a new generation of graduates prepared for careers in international policy-making and advocacy.

The two-year program is named in honor of Susan Ford Dorsey, president of the Sand Hill Foundation, who has made a gift of $7.5 million, which has been matched by university funds to create a $15 million endowment. According to program Director Stephen J. Stedman, the funding will be used to better integrate the program into the university's international policy research centers, increase access to courses in the law and business schools, use more full-time faculty to teach classes and introduce a practicum that involves solving real-world problems.

Ford Dorsey's endowment fulfills one of the key priorities of Stanford's International Initiative, according to Stedman, which is to address global problems by leveraging the university's cross-disciplinary and collaborative research and teaching. Ford Dorsey and her husband, Mike, serve on volunteer committees of The Stanford Challenge, which is seeking to raise $4.3 billion in a broad effort to expand the university's role in addressing global challenges and educating the next generation of leaders.

Stedman, a senior fellow at the Freeman Spogli Institute for International Studies (FSI), was asked to lead the program because he has experience in both academic and policy work. In 2003, Stedman served as research director of the U.N. High-Level Panel on Threats, Challenges and Change, which former U.N. Secretary-General Kofi Annan established to analyze global security threats and propose reforms to the international system. Upon completion of the panel's report, A More Secure World: Our Shared Responsibility, Annan asked Stedman to stay on as a special adviser to help get support in implementing the panel's recommendations. Following the U.N. world leaders' summit in September 2005, during which more than 175 heads of state agreed upon a global security agenda developed from the panel's work, Stedman returned to the Center for International Security and Cooperation at FSI.

According to Stedman, the revamped curriculum will give students the skills to understand the complex connections between poverty, deadly infectious disease, environmental degradation, resource depletion, food insecurity, interstate conflict, civil war, nuclear proliferation and terrorism.

"In a world where problems cross borders and disciplines, where threats that were previously thought to be independent are found to be interconnected, where distinctions between what is domestic policy and what is foreign policy are becoming more and more tenuous, students need training and perspective to break down disciplinary silos," Stedman says in a statement on the program's website. "They need the tools and dexterity to work across issue areas and in diverse policy arenas. They need to see connections that others miss, and be able to describe and explain those connections so that others will then see them too."

The program, which will be jointly administered by the School of Humanities and Sciences and FSI, will continue to admit about 30 students a year, with up to half coming from outside the United States. Students are required to have taken prerequisite courses in economics and statistics, and to speak a foreign language.

At a Feb. 7 dinner celebrating the newly endowed program, Gareth Evans, president of the International Crisis Group and a member of the U.N. High-Level Panel, talked about the need to "make idealism realistic" and discussed the concept of a state's "responsibility to protect" civilians as a new international norm. "In just five years, which is short in the history of ideas, a brand new historical norm" was introduced and recognized by much of the international community, he said. "This was a historic breakthrough. It should reinvigorate our belief in the art of the possible." Concerning the Ford Dorsey IPS program, Evans said, "When it comes to making idealism realistic  there really could be no better place anywhere in the world that this new master's program at Stanford."

The incoming fall cohort of IPS students will study writing and rhetoric and international economics. They will take core courses in Issues in International Policies, which introduces Stanford's policy research centers and provides analyses of current global issues, and Managing Global Complexity, which teaches concepts and theories of international relations while focusing on issues with competing policy concerns. "The goal is to understand that much of what we study today is marked by trade-offs among various goods that we seek to promote," Stedman says in the statement. "Globalization and interdependence creates opportunities for creative solutions to problems, while sometimes creating negative unintended consequences for policy solutions."

IPS students will take a "gateway" course before selecting a concentration during the second year. These specialized fields include democracy, development and the rule of law; energy, environment and natural resources; global health; global justice; international negotiation and conflict management; international political economy; and international security and cooperation. Finally, students will complete a small group practicum in which they will be required to develop solutions to current global problems.

Dr. Dan Wei will give an overview of the present state of legal reform in China, and will cover such topics as the death penalty and other criminal procedure reforms, and measures to insure the rights of detainees and prisoners.

He is a professor at the Institute for Procuratorial Theory of the Supreme People's Procuratorate of China, one of the four principal branches of the Chinese judicial system. He was a Fellow of the Danish Institute of Human Rights in 2002, and he travels and speaks widely in China and overseas on topics related to the development of Chinese law and practice.

Since receiving a PhD from Wuhan University in 1999, he has published 5 books and more than 40 articles in the field of criminal justice. His book, Comparative Studies on the Crimes of Trafficking in Persons, published by The Law Press of China in June 2004, is the first specialized Chinese publication on the topic of human trafficking.

As the deputy editor in chief of Chinese Criminal Science, he has transformed the journal into the most authoritative publication in the field of criminology in China. The journal now boasts more than 20,000 readers. The State Council granted him a Special Award for Distinguished Service in 2004.

Dara Kay Cohen is a PhD candidate in political science at Stanford University and was a fellow and research assistant at CISAC in 2004-2005 and 2005-2006. Her research at CISAC involved studying the politics of national security; she examined the creation of the Department of Homeland Security, how security issues have affected congressional elections and co-wrote a paper with Jacob N. Shapiro on the failure of the homeland security alert system. Her current dissertation research focuses on the use of sexual violence during civil wars, and she spend last summer in Sierra Leone conducting initial field work. She previously worked at the Department of Justice as a paralegal in the Outstanding Scholars Program in the Counterterrorism Section and at the u.S. Embassy in London on terrorist financing issues. She received her a.B. in political science and philosophy with honors from Brown University in 2001.

Recent projects address the role of criminal enforcement in managing transnational threats, the physical safety of refugee communities in the developing world, legislative and budgetary dynamics affecting the federal Department of Homeland Security, and the impact of bureaucratic structure on how institutions implement legal mandates. Professor Cuéllar is an affiliated faculty member at the Stanford Center for International Security and Cooperation, and a member of the Executive committee for the Stanford International Initiative. Before joining the Stanford Law School faculty in 2001, he served as senior advisor to the u.S. Treasury Department's Undersecretary for Enforcement and clerked for Chief Judge Mary M. Schroeder of the U.S. Court of Appeals for the Ninth Circuit.

Bary R. Weingast is a senior fellow at the Hoover Institution as well as the Ward C. Krebs Family Professor in the Department of Political Science at Stanford University; he served as chair of that department from 1996 to 2001. He is also a professor of economics, by courtesy, at the university. He was a fellow at the Center for Advanced Study in the Behavioral Sciences from 1993 to 1994. Weingast is an expert in political economy and public policy, the political foundation of markets and economic reform, U.S. politics, and regulation. His current research focuses on the political determinants of public policymaking and the political foundations of markets and democracy. Weingast is a fellow of the American Academy of Arts and Sciences. He is the 2006 recipient of the William H. Riker Prize in Political Science. He received the Heinz Eulau Award for Best paper from the American Political Science Review in 1987. With Charles Stewart, he received the Award for Best Paper n Political History b the American Political Science Association in 1994 and again in 1998. He is also the recipient, along with Kenneth Schultz, of the Franklin L. Burdette Award for Best paper Presented at the 1994 Political Science Association Meeting.

Paul Stockton is a senior research scholar at CISAC. He was formerly the associate provost at the Naval Postgraduate School in Monterey, California, and was the former director of its Center for Homeland Defense and Security. His teaching and research focus son how U.S. security institutions respond to changes in the threat (including the rise of terrorism), and the interaction of Congress and the Executive branch in restructuring national security budgets, policies and institutional arrangement.s Stockton joined the faculty of the Naval Postgraduate School in August 1990. From 1995 until 2000, he served as director of NPS's Center for Civil-Military Relations. From 2000-2001, he founded and served as the acting dean of NPS's School of International Graduate Studies. He was appointed associate provost in 2001.

Forty students from nine universities across Russia came to Yaroslavl, 150 miles northeast of Moscow, to participate in an arms control exercise led by CISAC director Scott D. Sagan. In a mock U.N. Security Council session, students addressed Iran's nuclear program, to cap off courses they took this year through FSI's Initiative on Distance Learning, funded by Carnegie Corporation of New York.

One day perhaps Marina Agaltsova will join the diplomatic corps at a foreign embassy, or help write policy positions for the Russian government. Coit Blacker hopes that the lessons from her Stanford-sponsored distance-learning course will stick.

Agaltsova was among a group of Russian students brought to the provincial city of Yaroslavl in late May for an academic conference that capped this year's five distance-learning courses offered at nine universities across Russia by the Initiative on Distance Learning at the Freeman Spogli Institute for International Studies.

Through videotaped lectures, web readings and online chat sessions with senior research scholar Kathryn Stoner-Weiss and 14 other Stanford instructors, students in Democracy, Development and Rule of Law explored democratic ideals and practices, studying examples in Latin America, Asia and the former Soviet Union. "The course taught me that there is a black side to the reforms" that followed perestroika in Russia, Agaltsova says. "I learned more about Russian history [in the course] than I had learned in school."

That's the idea, says FSI director Blacker, who wants to re-establish the teaching of critical analysis, lost under decades of Communist rule, in Russian universities. "The social sciences were disemboweled," he says. He wants to develop future generations of diplomats and policy makers whose worldview is shaped "by how they think, not what they're told to think."

This year, to cap off the courses, 40 students came to Yaroslavl to participate in a mock United Nations Security Council session addressing Iran's nuclear program. They traveled from the farthest reaches of the Russian hinterlands, like Amur State University in Blagoveschensk, 4,800 miles from Moscow.

The arms control simulation is a teaching tool developed for the Stanford undergraduate class International Security in a Changing World, taught by Blacker and Scott Sagan, a political science professor and director of the Center for International Security and Cooperation within FSI. Sagan has exported the simulation to several universities in the United States where his former graduate students now teach--UC-Berkeley, Dartmouth, Columbia, Duke--but this was the first one he has conducted overseas.

This year's scenario was the International Atomic Energy Agency's referral of Iran to the U.N. Security Council for failure to fully disclose its nuclear activities. During the simulation, students submitted proposals to their heads of state, played by Blacker, Sagan and Russian faculty members. By the end of the two-day session, delegates had overcome seemingly intractable differences during four intensive sessions led by Stanford third-year law student Matthew Rojansky, acting as U.N. undersecretary-general for legal affairs. The council's resolution gave Iran three months to comply with the IAEA's requests and provided for Iran to obtain nuclear fuel from Russia, with the production and waste disposal to occur on Russian soil under IAEA controls.

After the session closed, students set aside their delegate roles to reflect on what they had learned. Narina Tadevosian, a student from Yakutsk State in far eastern Siberia, said she was surprised at "how strict Russia was" in taking a leading role in the session.

"If only it were so in real life," she added.
