Abstract: Deterrence is one of the most central concepts in international relations scholarship. Countries can dissuade changes to the status quo, according to the logic of deterrence, by threatening an opponent with pain (deterrence by punishment) or by reducing the probability that an opponent will achieve its aims (deterrence by denial). In the realm of international security, most deterrence theorists assume that states need military capabilities to deter by punishment or denial. Deterrence works, based on this line of thinking, because states can use military power to destroy cities, bomb critical military targets, or blunt land invasions. It is also possible, however, to punish an adversary without invoking destruction militarily. Yet deterrence through non-military means remains poorly understood in international relations. This project develops a theory to identify the conditions under which countries can deter opponents without using threats of military force. I explore the implications of this theory in one particular context: the development of dual-use nuclear technology. Having the capability to build nuclear weapons — a condition known as “nuclear latency” — may provide countries with deterrence benefits that we normally associate with having a nuclear arsenal. When states achieve nuclear latency, they (implicitly) threaten to develop nuclear weapons at some point in the future. The threat here is to pursue a policy that others would find undesirable, not to physically destroy things of value on another state’s territory, as in traditional deterrence theory. Does this kind of threat discourage others from meddling in a country’s affairs? This study presents the results of an analysis designed to identify the effects of nuclear latency (and nuclear arsenals) on the onset of international conflict from 1945 to 2000, drawing on a new dataset of sensitive dual-use nuclear plants in 32 countries.

About the Speaker: Matthew Fuhrmann is an associate professor of political science and Ray A. Rothrock `77 Fellow at Texas A&M University. He was named an Andrew Carnegie Fellow in 2016 by the Carnegie Corporation of New York. He is the author of Atomic Assistance: How “Atoms for Peace” Programs Cause Nuclear Insecurity (Cornell University Press, 2012) and the coauthor of Nuclear Weapons and Coercive Diplomacy (Cambridge University Press, 2016). Matthew Fuhrmann is the Cullen-McFadden Professor of Political Science at Texas A&M University. ​He has been a Visiting Professor at Yale University (2023-24), Visiting Associate Professor at Stanford University (2016-17), Stanton Nuclear Security Fellow at the Council on Foreign Relations (2010-11), and Research Fellow at Harvard University's Belfer Center for Science and International Affairs (2007-08). He was named an Andrew Carnegie Fellow in 2016 by the Carnegie Corporation of New York. ​His research and teaching focus on international security issues with an emphasis on nuclear weapons, diplomacy and bargaining, and alliance politics. He is the author of three books, including Influence Without Arms: The New Logic of Nuclear Deterrence (Cambridge University Press, 2024) and Nuclear Weapons and Coercive Diplomacy (Cambridge University Press, 2017, with Todd S. David M. Kennedy is the Donald J. McLachlan Professor of History, Emeritus, at Stanford University. 

His teaching has included courses in the history of the twentieth-century United States, American political and social thought, American foreign policy, national security strategies, American literature, and the comparative development of democracy in Europe and America.

Reflecting his interdisciplinary training in American Studies, which combined the fields of history, literature, and economics, Kennedy's scholarship is notable for its integration of economic and cultural analysis with social and political history, and for its attention to the concept of the American national character. His 1970 book, Birth Control in America: The Career of Margaret Sanger, embraced the medical, legal, political, and religious dimensions of the subject and helped to pioneer the emerging field of women's history.  Over Here: The First World War and American Society (1980) used the history of American involvement in World War I to analyze the American political system, economy, and culture in the early twentieth century. Freedom From Fear: The American People in Depression and War, 1929-1945 (1999) recounts the history of the American people in the two great crises of the Great Depression and World War II. With Thomas A. Bailey and Lizabeth Cohen, Kennedy is also the co-author of a textbook in American history, The American Pageant, now in its sixteenth edition. He is a frequent contributor to the New York Times, the Los Angeles Times, The Atlantic, and other publications and media outlets.

Birth Control in America was honored with the John Gilmary Shea Prize in 1970 and the Bancroft Prize in 1971. Over Here was a Pulitzer Prize finalist in 198. Freedom From Fear won the Pulitzer and Francis Parkman Prizes, in 2000.

Professor Kennedy has been a visiting professor at the University of Florence, Italy, and has lectured on American history in Italy, Germany, Turkey, Scandinavia, Canada, Britain, Australia, Russia, and Ireland. He has served as chair of the Stanford History Department, and as director of Stanford's Program in International Relations, as well as Associate Dean of the School of Humanities and Sciences. He founded Stanford’s Bill Lane Center for the American West, was its Director from 2003-2013, and remains a member of its Advisory Council. In 1995-96, he was the Harmsworth Professor of American History at Oxford University. He is an elected Fellow of the American Academy of Arts and Sciences as well as the American Philosophical Society. From 2002 to 2011 he served on the Board of the Pulitzer Prizes (chair, 2010-2011) joined  the Board of the New York Historical Society in 2008, and in 2013 became a Trustee of the California Academy of Sciences. Since 2000, he has served as the Editor of the Oxford History of the United States. Secretary of Agriculture Tom Vilsack in 2015 appointed Kennedy to the Advisory Council for the Pacific Northwest National Scenic Trail, which will run from Glacier National Park in Montana to the Pacific shore in Washington State.

The Soviet Union responded sceptically to Eisenhower’s ‘Atoms for Peace’ speech in December 1953 but eventually entered negotiations on the creation of the International Atomic Energy Agency. It believed the IAEA would provide opportunities for political influence and scientific collaboration. It did not want the peaceful uses of atomic energy around the world to be dominated by the United States. It pressed for close ties between the new agency and the United Nations and supported India and other developing countries in their opposition to safeguards. The new Agency was to be a forum for competition as well as cooperation.

Abstract: On 13 February 2016, in a widely-reported interview for the BBC, Ashton Carter, the US Secretary of Defense, made clear that the US Government supported the maintenance and renewal of Britain’s strategic nuclear deterrent force of Trident submarines.  According to Carter, Trident enabled Britain to ‘continue to play that outsized role on the world stage that it does because of its moral standing and its historical standing.’  However, during the early 1960s, attitudes in Washington to the UK’s independent nuclear capabilities were altogether different.  This paper will begin with a re-examination of Robert McNamara’s famous address at Ann Arbor in June 1962 when he openly criticised the existence of independent allied nuclear forces.  Using new evidence, it will chart the background to the speech, the reception it was accorded, and how it helped to intensify tensions in Anglo-American relations when the Skybolt missile system was cancelled by the US at the end of the same year.  The paper will also show how by the end of the Johnson administration, and the tenure of McNamara’s period as Secretary of Defense, the US had become reconciled to the continued existence of the UK’s independent nuclear deterrent and even begun to take steps to assist with its improvement.  

About the Speaker: Matthew Jones is Professor of International History, London School of Economics and Political Science. After receiving his DPhil from St Antony's College, Oxford, he was appointed to a Lectureship in the History Department at Royal Holloway, University of London in 1994, and subsequently promoted to Reader in International History before moving to the University of Nottingham in 2004, and then to the LSE in 2013.  His interests span post-war British and US foreign policy, nuclear history, and the histories of empire and decolonization in South East Asia.  His books include Britain, the United States and the Mediterranean War, 1942-44 (Macmillan, 1996), Conflict and Confrontation in South East Asia, 1961-1965: Britain, the United States, Indonesia, and the Creation of Malaysia (Cambridge University Press, 2002), and After Hiroshima: The United States, Race, and Nuclear Weapons in Asia, 1945-1965, (CUP, 2010).   In 2008, Jones was commissioned by the Cabinet Office to write a two-volume official history of the UK strategic nuclear deterrent, covering the period between 1945 and 1982, the first volume of which has now been completed.

Abstract: The 1995 launch of a sounding rocket from Andoya in Norway allegedly misinterpreted as an attack in Russia and the so-called "Cuban Missile Crisis" in 1962 have one thing in common: they have both been referred to as "the closest we came to nuclear war." The 1962 crisis has mostly been studied from an American perspective due to the availability of documentary evidence and of the Kennedy tapes, until the 1990s when Cuba and the Soviet Union were given a voice, with the rest of the world still largely absent from the understanding of the event. The 1995 close call has been controversial and is remembered in conflicting ways: an alarmist and an untroubled one.

In this presentation, I will offer new findings on those two cases, based on previously untapped primary sources on the experience of and threat perception during the so-called "Cuban Missile Crisis" in 13 countries worldwide and on an oral history workshop I organized in London for the 20th anniversary of the 1995 "Black Brant event", which gathered for the first time Norwegian, American and Russian participants in the event. By focusing on those two events as exemplary cases of near use of nuclear weapons, I will outline a research program on such cases and its implication for social sciences and for the teaching of post-1945 world history to the next generations.

 

About the Speaker: Benoît Pelopidas is a CISAC affiliate and lecturer in International Relations at the School of Sociology, Politics and International Studies (SPAIS), University of Bristol. He was a postdoctoral fellow at CISAC for the 2011-2012 academic year.

He received his Ph. D. in political science from Sciences Po (Paris) and the University of Geneva in 2010 and was a postdoctoral fellow at the James Martin Center for Nonproliferation Studies in 2010-2011. Since 2005, he has been teaching international relations at Sciences Po (Paris), the University of Geneva and the Monterey Institute of International Studies (Graduate School of International Policy and Management).

In 2010, he won the "outstanding student essay prize" from the Doreen and Jim McElvany Nonproliferation Essay Competition and in 2011, he was awarded the "Best Graduate Paper 2010" from the International Security Studies Section of the International Studies Association. Also in 2011, he won the SNIS Award 2010 for the Best Thesis in International Studies from the Swiss Network for International Studies. A book based on his dissertation is forthcoming in French by Sciences Po University Press.

He published When Empire Meets Nationalism: Power Politics in the US and Russia (with Didier Chaudet and Florent Parmentier; Ashgate, 2009) as well as articles in The Nonproliferation Review, the European Journal of Social Sciences, the Swiss Political Science Review, and the French Yearbook of International Relations. His research focuses on epistemic communities in international security, renunciation of nuclear weapons as a historical possibility, the uses of nuclear history and memory and French nuclear policies.

Associate Professor Benoît Pelopidas is the founding director of the “Nuclear Knowledges” program at Sciences Po (CERI) in Paris (formerly known as the “Chair of excellence in security studies” (2016-9)).

Nuclear Knowledges is the first scholarly research program in France on the nuclear phenomenon which refuses funding from stakeholders of the nuclear weapons enterprise or from antinuclear activists in order to problematize conflicts of interest and their effects on knowledge production. It offers conceptual innovation and unearths untapped primary sources worldwide to grasp nuclear vulnerabilities and rethink possibilities in the realm of nuclear weapons policies.

Benoît has been awarded three international prizes for his research on the scoping of publicly available nuclear choices and the most prestigious scholarly grants in Europe (including one from the European Research Council).

Since 2019, Nuclear Knowledges has hosted PhD students on global nuclear politics and history and secured two two-year Marie Curie fellowships from the European Commission.

Over the last decade, he has been engaging with policy making elites in the US, Europe and New Zealand as well as civil society groups to reconnect democracy, intergenerational justice and nuclear policy and support innovative arms control and nuclear disarmament policies.

Abstract: The nuclear negotiations between the P5+1 and Iran moved the International Atomic Energy Agency to the center of public attention. Based on multi-archival research and oral history interviews, this talk will look into the early history of the IAEA’s nuclear inspectorate. The foundations of today’s safeguards system were laid in the mid-1950s, when a group of twelve nations negotiated the Statute of the IAEA. In the mid-1960s, the Soviet Union abandoned its formerly critical stance on nuclear safeguards. Following the entry-into-force of the Nuclear Non-Proliferation Treaty (NPT) comprehensive safeguards were introduced. The control of diversion was at the heart of the IAEA’s early safeguards system, while it neglected other aspects of the proliferation problem, such as the distribution of dual-use technology and related knowledge, or the development of clandestine nuclear programs. It was not lack of knowledge or imagination, but the complex technical, political, and legal background that was the reason for this limitation.

About the Speaker: Elisabeth Roehrlich is a senior researcher and project director at the University of Vienna’s Department of Contemporary History, and a fellow at the Woodrow Wilson Center in Washington D.C. She received her PhD. in History from the University of Tuebingen, Germany, and held fellowships at the Norwegian Institute for Defense Studies, the German Historical Institute in Washington D.C., and Monash South Africa. Her research focuses on the history of international relations and the evolution of the global nuclear order. She is the author of a prize-winning book about the former Austrian chancellor Bruno Kreisky (Kreisky’s Außenpolitik, Vienna University Press, 2009), and her work on the IAEA has been published or is forthcoming in journals such the IAEA Bulletin and the Journal of Cold War Studies. Roehrlich has been awarded funding from the Carnegie Corporation of New York, the Austrian Science Fund (FWF), and the Austrian Central Bank to support her research on the IAEA.

In 1961, at the height of the Berlin crisis, the United States and Great Britain simultaneously struggled to adopt effective policies toward the first meeting of the Non-Aligned Movement in Belgrade. While the John F. Kennedy administration initially adopted a policy of standoffishness toward the conference, the government of Harold Macmillan engaged in a campaign of quietly encouraging moderate attendance. Moderate British expectations led to sound policy, whereas the Kennedy administration's inability to develop a coherent outlook and response cost it a priceless opportunity to understand the emerging phenomenon of nonalignment.

From its inception, the Non-Aligned Movement (NAM) considered itself to be a moderating force in the Cold War and in the post-colonial world.  In September 1961, in the wake of the Belgrade Conference and at the height of the Berlin crisis, it dispatched emergency missions to Washington and Moscow, with Sukarno and Keita journeying to Washington and Nehru and Nkrumah flying to Moscow.  Yet, by the decade's end, the movement had moved away from that mission.  Paying particular attention to key turning points of the mid-1960s such as the 1964 Congo crisis and the Americanisation of the Vietnam War, this paper interprets the abandonment of cold war mediation as a product of the Vietnam War, rising anti-colonial sentiment, and organised non-alignment's corresponding shift toward a more militant stance on the world stage. This shift helped to foster a newly antagonistic relationship between the United States and the NAM.

Abstract: Many scholars contend that there was a specific German nuclear question. To them, asking the question “Was there a German nuclear question?” may be surprising and odd. In their view, there is no question that Bonn actively sought to transform non-nuclear West Germany into an atomic power and that Bonn had the capability to do it. This view is related to the late 1950s and early 1960s in particular. Most accounts do not address the question whether the postulated objective of Bonn’s nuclear policy remained the same throughout the 1960s. Furthermore, this narrative has led many scholars to believe that the German nuclear question came to an end when West Germany acceded to the NPT by signing the treaty in late 1969 after a change of government which heralded the beginning of Bonn’s ‘New Ostpolitik’. I will present a different narrative. Based on an historical approach and on new archival material, I will reappraise this complicated topic by introducing the analytical concept of West Germany’s limited nuclear revisionism. Thereby, I will postulate that the NPT had no nonproliferation effect regarding West Germany. And I will propose another understanding of the question whether there was a German nuclear question.

About the Speaker: Andreas Lutsch is a Stanton Nuclear Security Postdoctoral Fellow at CISAC. In August 2015 he received his Doctor of Philosophy in history at the University of Mainz, Germany. His dissertation offers a new interpretation of West Germany’s nuclear policy during the 1960s and 1970s - from the controversy about the Non-Proliferation Treaty since the early 1960s until the agreement on NATO’s dual track decision in 1979. The dissertation is based on printed and edited sources and on multi-archival research in Germany, the U.S., the UK and Belgium, thus making use of recently declassified files. Besides completing the book manuscript, Andreas is engaged in a research project on the historical management of U.S. extended nuclear deterrence regarding NATO Europe. Andreas analyzes whether, why and to what extent mechanisms of nuclear consultation were important as tools of extended deterrence management. A previous research fellow at the University of Mainz, Germany, Andreas is an Assistant Professor (on leave in the academic year 2015-16) at the University of Würzburg, Germany. He organized three workshops for PhD students and postdocs and is affiliated with the Woodrow Wilson Center’s Nuclear Proliferation International History Project (NPIHP).

Nuclear weapons are so central to the history of the Cold War that it can be difficult to disentangle the two. Did nuclear weapons cause the Cold War? Did they contribute to its escalation? Did they help to keep the Cold War “cold”? We should also ask how the Cold War shaped the development of atomic energy. Was the nuclear-arms race a product of Cold War tension rather than its cause?

The atomic bomb and the origins of the Cold War:

The nuclear age began before the Cold War. During World War II, three countries decided to build the atomic bomb: Britain, the United States, and the Soviet Union. Britain put its own work aside and joined the Manhattan Project as a junior partner in 1943. The Soviet effort was small before August 1945. The British and American projects were driven by the fear of a German atomic bomb, but Germany decided in 1942 not to make a serious effort to build the bomb. In an extraordinary display of scientific and industrial might, the United States made two bombs ready for use by August 1945. Germany was defeated by then, but President Harry S. Truman decided to use the bomb against Japan.

The decision to use the atomic bomb has been a matter of intense controversy. Did Truman decide to bomb Hiroshima and Nagasaki in order, as he claimed, to end the war with Japan without further loss of American lives? Or did he drop the bombs in order to intimidate the Soviet Union, without really needing them to bring the war to an end? His primary purpose was surely to force Japan to surrender, but he also believed that the bomb would help him in his dealings with Iosif V. Stalin. That latter consideration was secondary, but it confirmed his decision. Whatever Truman’s motives, Stalin regarded the use of the bomb as an anti-Soviet move, designed to deprive the Soviet Union of strategic gains in the Far East and more generally to give the United States the upper hand in defining the postwar settlement. On August 20, 1945, two weeks to the day after Hiroshima, Stalin signed a decree setting up a Special Committee on the Atomic Bomb, under the chairmanship of Lavrentii P. Beriia. The Soviet project was now a crash program.
