Much has happened in the three years since the FAA Modernization and Reform Act of 2012 (FMRA) was signed into law. Under the FMRA, the FAA was directed to “develop and implement operational and certification requirements for the operation of public unmanned aircraft systems in the national airspace system” by the end of 2015. In addition, the FAA was directed to “provide for the safe integration of civil unmanned aircraft systems into the national airspace system as soon as practicable, but not later than” the end of September 2015.
