Biography

Conor Chapman is a Research Associate with the Program on Geopolitics, Technology, and Governance, where his research focuses on global AI development, diffusion, and the impacts of emerging technologies on international security. He also contributes to program management for the initiative. Previously, Conor was an inaugural Technology Ethics & Policy Rising Scholar working across the Freeman Spogli Institute.

Before Stanford, Conor worked for the AI Governance Project and helped launch the Wadhwani Center for AI at the Center for Strategic and International Studies (CSIS) in Washington, D.C. His prior work analyzed global AI regulation and military use of AI.

Conor received his MPhil in the History and Philosophy of Science from the University of Cambridge, where he focused on ethics and epistemology in modern science and emerging technologies. He holds a BA from Pitzer College in Philosophy and Science, Technology & Society.
