Conor Chapman

Conor Chapman is a Research Associate with the Program on Geopolitics, Technology, and Governance, where he leads the program's work on the ramifications of global AI diffusion and international arrangements for AI safety. His research focuses especially on the infrastructure requirements for AI buildout, Global Majority governance engagement, and options for mitigating cross-border risks. He also manages the program's research operations and convenings. Previously, Conor was an inaugural Technology Ethics & Policy Rising Scholar at Stanford University.

Before Stanford, Conor worked for the AI Governance Project and helped launch the Wadhwani Center for AI at the Center for Strategic and International Studies (CSIS) in Washington, D.C. His prior work analyzed global AI regulation and military use of AI.

Conor received his MPhil in the History and Philosophy of Science from the University of Cambridge, where he focused on ethics and epistemology in modern science and emerging technologies. He holds a BA from Pitzer College in Philosophy and Science, Technology & Society.
